惠州26-6油田开发项目静态柔性软管(重新招标)招标公告

 

中化建国际招标有限责任公司（以下称为“招标代理机构”）受 中海石油（中国）有限公司（以下称为“招标人”）委托，就惠州26-6油田开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

 

1. 招标条件（Bidding Conditions）

项目概况：惠州26-6油田开发项目位于香港东南部南海珠江口盆地，靠近惠州26-1油田和惠州32-5/33-1油田。水深约112m，平均气温23℃。HZ26-6油田周围已有多个正在开发的油气田，构成惠州西江油田的生产设施和油气管道。本采办包主要包含内容为:

1. 从惠州26-6海管连接到PLET的一条850m，ID9.5英寸（241.3mm）的静态软管及其附件。

2. 招标内容（Bidding Contents）

货物名称：静态柔性软管

 数量：1

主要技术参数：从惠州26-6海管连接到PLET的一条850m，ID9.5英寸（241.3mm）的静态软管及其附件。

★交货计划：

 

国内产品交货要求	国外产品交货要求
1) 主货物（静态软管及其附件详见item 1 appendix B section 3.5 delivery schedule)在中标通知书签发后13个月交货到深圳或惠州指定地点。 2) 散件(详见 item 2 appendix B section 3.5)要求在中标通知书签发后6个月交货至中国境内指定场地。	1) 主货物（静态软管及其附件详见item 1 appendix B section 3.5 delivery schedule)在中标通知书签发后13个月DAP到深圳或惠州指定地点。(INCOTERMS 2020)。 2) 散件(详见item 2 appendix B section 3.5)要求在中标通知书签发后6个月DAP至中国境内指定场地。(INCOTERMS 2020)。

 

如果交货期超过基础时间四周，则视为非响应性投标而予以否决。

 

3. 对投标人的资格和业绩要求：

 (1) 资格要求

A．★ 营业执照：如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

 

B．★投标人必须是静态柔性软管制造商，本次招标不接受代理商投标。

 

C．★投标人必须提供API17J或API17B证书。

 

D．★资格要求3: 投标人必须提供ISO9001和ISO14001认证证书。

 

E．★是否接受联合体投标：否

（2）业绩要求

★业绩要求：2013年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少2个用于油气输送的海底柔性静态软管供货业绩，且均满足内径8-12英寸，水深至少100m的技术要求。

2013年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少2个用于油气输送的海底柔性动态立管或静态软管供货业绩，且具备抗酸的技术要求。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货接收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、内径、水深、是否抗酸的技术要求及到货接收证明。

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、内径、水深、是否抗酸的技术要求及到货接收证明的，均视为无效业绩。

 

4. 有兴趣的合格投标人可通过以下方式获取招标文件：

(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of HUIZHOU 26-6 Oilfield Development Project by International Competitive Bidding. 1. Bidding Conditions

 Project overview: Huizhou 26-6 Oilfield is located in Zhujiangkou Basin, South China Sea southeast of Hong Kong, near Huizhou 26-1 Oilfield and Huizhou 32-5/33-1 Oilfield.   The water depth is about 112m and the temperature is 23℃ in average. A number of existed developing oil/gas fields around HZ26-6 oil field, which constitutes the production facilities and oil/gas pipelines of Huizhou Xijiang Oilfields.The main content of this procurement package is to purchase as followings:

One 850m, ID9.5” (241.3mm) Static Flexible Flowline from HOUZHOU 26-6 rigid pipeline end to PLET and it’s ancillaries.

3. Requirements for Qualification and reference of Bidder:

(1)  Requirements for Qualification of Bidder:

★A.?Business licence: The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

★B. Bidder must be Static flexible flowline manufacturer.Bid by Agent is not accepted.

★C.The bidder must provide API17J or API17B certificates

★D.The bidder must provide ISO9001 and ISO14001 certificates.

★E.Joint Venture：Joint Venture is not accepted.

F. Failure to obtain bidding documents through legal channels：Participation in bidding is not allowed.

 

（2）Requirement for Bidder's reference:

★Performance Requirement: From 1st Jan，2013  to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least 2 product supply performance of, and all meet the technical requirements of ID8-12” subsea flexible flowline (oil and gas content only) with at least 100m water depth.

From 1st Jan，2013  to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least 2 product supply performance of, and all meet the technical requirements of subsea flexible riser or flowline (oil and gas content only) that have capacity to withstand sour service.

The Bidder shall provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing Contract, Name of  Manufacturer, Name of Goods, Name of Project, technical requirements of ID,  water depth, sour services, and Receiving certificate of arrival of goods.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate  Date of signing Contract, Name of  Manufacturer, Name of Goods, Name of Project, technical requirements of ID, water depth, sour services, and Receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
