Registration documents received after the deadline will not be accepted. 五、征集规则 Solicitation rules 本次国际征集采用“公开报名-资格预审”的方式，征集工作分为三个阶段进行：第一阶段为“公开报名及资格预审”，第二阶段为“概念方案设计及评审阶段”；第三阶段为“确定中选单位”。 This international Solicitationadopts the method of "open application pre qualification".
