*、投标人资格要求
投标人应具备的资格或业绩:*)投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；
*)投标人必须是制造商或代理商投标；若为代理商，需提供制造商出具的针对本项目的唯一授权函；
*） 截止至****年*月*日（以合同签订日期为准），投标产品应至少具有*个在中华人民**国境内的乙烯装置中同类工况下运行*年以上的应用业绩。每个合同应具有至少两台尺寸**英寸以上、设计温度不小于***摄氏度、设计压力不小于**.*MPa的可变节流孔型结构的减温器。投标人投标产品的型号必须与上述提供的成功应用业绩中的产品一致或等同。投标人提供的业绩总数不得超过三个。
须提供合同复印件作为业绩证明材料，内容至少包括合同签订时间、项目名称、装置名称、产品型号及数量、产品尺寸、设计温度、设计压力、签署盖章页，若合同不能体现上述要求，须同时提供合同配套的技术协议或数据表或相关图纸复印件。若投标文件提供的业绩证明材料不满足上述要求，则视为无效业绩。
*) 投标人及制造商未处于被中国石化给予风险停用、违约停用处理期内，以开标当日招标人现场查询为准。
*)投标人应当提供投标人开户银行在开标日前三个月内开具的资信证明原件或复印件；
*) 投标人在投标前应在必联网（https://www.ebnew.com）或机电产品招标投标电子交易平台（https://）完成注册及信息核验。

*、Qualification Requirements For Bidder
Qualifications or Performance:*)The bidder has a valid business license (bidder from within the territory of P.R.C.)/operation license (bidder from outside the territory of P.R.C.), and a copy of the corresponding certificate is required;
*)The bidder must be a manufacturer or an equipment agent; if the bidder is an equipment agent, sole authorization letter for the bid from the manufacturer is required;
*)As of January *, **** (based on the contract signing date), the bidding products provided shall have at least * performance operated under the same kind of working conditions in Ethylene for more than two years in the People's Republic of China. Each contract shall have a minimum of two desuperheaters of variable throttle orifice type construction of ** inches or larger in size, with a design temperature of not less than *** degrees Centigrade and a design pressure of not less than **.* MPa. The model of the products bid by the bidder must be the same or equivalent to the products in the successful application performance provided above. The total number of performance provided by the bidder shall not exceed three.
A copy of the contract must be provided as proof of performance, including at least the contract signing time, project name, device name, product model and quantity, product size, design temperature, design pressure, signed and stamped page. If the contract cannot show requirements mentioned above, bidders shall provide technical agreement or data sheet or relevant drawing copy matching the contract. If the performance documents provided in the bid-ding document do not meet the above requirements, they will be regarded as invalid performance.
*)The bidder and the manufacturer are not in the period of risk suspension or default suspension given by Sinopec, and the on-site inquiry of the bidder on the date of bid opening shall prevail.
