*. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。
*. 对投标人的资质要求：
*) 投标人必须是①制造商或制造商所在集团所属的销售子公司（制造商所在集团所属的销售子公司需出具说明函说明其和制造商所在集团的关系，并加盖销售子公司的公章）；或②制造商或制造商所在集团所属的销售子公司直接授权的代理商，则需提供长期授权书或针对本项目的唯一授权函（长期授权书复印件或针对本项目的唯一授权函复印件加盖公章），否则其投标将被否决；
*) 投标人应具有营业执照（营业登记）/经营许可证明文件；
*) 制造商应具有在有效期内的ISO****质量管理体系认证证书；
*) 投标产品应具有至少*套在中国境内的加氢装置成功运行业绩，且以上业绩中至少有*套能覆盖CL**** DN***，并提供相应的业绩证明。供应商必须提供合同复印件（价格及金额可隐去）予以证明，合同内容至少包括：装置名称、产品规格及数量、签署盖章页等。合同复印件不清晰或不提供视为无效业绩。
*) 投标人应当提供在开标日前*个月内由银行出具的银行资信证明的原件或复印件。
*) 本项目不接受联合体投标。
*) 投标人在投标前需在中国国际招标网或必联网上完成注册。评标结果将在必联网公示。

*. Interested or Invited bidders may obtain further information and refer to Bidding Documents from SINOCHEM Commerce Co., Ltd.
*. Qualification Requirements For Bidder：
*) The bidder must be the Goods’ manufacturer or the selling company under the same name of the manufacture (the selling company shall provide statement indicating its relationship with the manufacture), or the authorized agent. For agent, the bidder must provide original authorization documents for the project or a copy with the official seal provided by the manufacture (the authorization could be sole for this project or for long term), or the selling company under the same name of the manufacture; otherwise, the bid will be rejected.
*) The bidder shall have a business license (business registration) / business license certification;
*) The manufacturer shall have ISO****;
*) Bidding products within PRC territory shall have at least * successful running performances of bidding products in hydrogenation unit, and at least * performance shall have valves with pressure level no less than CL**** and size no less than DN***. The photocopy of contract key pages shall be provided (indicating name of plant, model type and number, signing&stamping page, etc.). If the photocopy of key contract pages is not provided or unclear, the performance will not be recognized.
*) The bidders should provide a bank reference letter in original or its copy issued by their account banks within * months prior to the time of bid opening.
*) Joint venture is not accepted.
