中化国际招标有限责任公司受中国商用飞机有限责任公司**飞机设计研究院（买方）委托对下列服务进行国际公开竞争性招标。现邀请合格投标人参加投标。

*.* 主要资格和业绩条件
关境内投标人须提供以下资质证书的复印件：
(*) 有效的加载统一社会信用代码的营业执照复印件或事业单位法人证书复印件；
(*) 投标人注册资金/开办资金不少于人民币***万元或其他等额外币（汇率按招标公告发布当日中国银行总行首次发布的外币对人民币的现汇卖出价进行换算）；
(*) 投标人具有良好的营业财务状况，充足的资金保证，并提供近三年（****年-****年）的年度财务报表复印件；
(*) 投标人需提供有效期内的ISO****质量体系认证证书或同等质量体系认证证书复印件并加盖投标人公章；
(*) 投标人针对本项目配备的技术团队人员需包括*名以上技术专家，需覆盖全部研究领域。技术团队中，具备**年以上本项目研究领域经验的资深技术专家至少*人，具备**年以上本项目研究领域经验的技术专家至少*人。需提交针对本项目的项目人员配备情况表（格式详见附件*）与项目人员简历表（格式详见附件*）；
(*) 投标人须提供其重大涉诉情况说明（格式详见附件*）；
(*) 投标人需证明未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单（需提供“信用中国”查询记录并加盖投标人公章）。若投标人无法查询其信用信息，则需提供相关截图。
关境外投标人须提供以下资质证书的复印件：
(*) 有效的商业登记/商业证明；
(*) 投标人具有良好的营业财务状况，充足的资金保证，并提供近三年（****年-****年）的年度财务报表复印件；
(*) 投标人需提供有效期内的ISO****质量体系认证证书或同等质量体系认证证书复印件并加盖投标人公章；
(*) 投标人针对本项目配备的技术团队人员需包括*名以上技术专家，需覆盖全部研究领域。技术团队中，具备**年以上本项目研究领域经验的资深技术专家至少*人，具备**年以上本项目研究领域经验的技术专家至少*人。需提交针对本项目的项目人员配备情况表（格式详见附件*）与项目人员简历表（格式详见附件*）；
(*) 投标人须提供其重大涉诉情况说明（格式详见附件*）；
(*) 投标人需提供未成为失信被执行人承诺函。
投标人须提供其自身实施的与本次招标项目相同或类似的业绩清单及类似案例说明，包括但不限于项目名称、委托方及联系方式、服务内容、项目验收时间等，并出具近*年内（****年-至今）签署的不少于*份的类似合同复印件（包括但不限于合同签署日期、合同主要内容、合同签章页等）并加盖投标人公章。
本项目不接受联合体投标。
投标人必须是直接提供本项目服务的供应商，否则投标将被否决。

The International Bidding Project For The Simulation System Consulting Of CR*** Aircraft System Of Shanghai Aircraft Design and Research Institute

SINOCHEM International Tendering Co., Ltd., entrusted by the Buyer Shanghai Aircraft Design and Research Institute, hereby carries out International Competitive Bidding for the supply of the following services, and now invites eligible bidders to attend the bidding.

*.* Requirements of qualification and sales achievements:
The bidder inside customs boundary of the People's Republic of China should provide copied documents as follows:
(*) valid photocopy of business license attached with unified social credit code or the photocopy of Legal Person Certificate of Public Institutions;
(*) The constituted money of the bidder should be no less than RMB *,***,***.** or equal to it (Conversion of bidding currency into RMB at the selling rate of foreign currency to RMB Yuan first issued by Bank of China on the date of bid announcement);
(*) The Bidder shall boast sound operating financial conditions, adequate capital guarantee, and provide the copy of bidder’s financial statement for the last three years (****-****);
(*) The Bidder shall provide valid ISO**** (or equivalent or Higher quality system certification)(must including ) certification. In addition, the certificates and copies must be sealed with the Bidder's official seal;
(*) The personnel allocated to this project should at least include * technical experts, covering all areas. There should be at * expert with ** years working experience and * experts with ** years working experience. The Bidder shall submit the personnel allocation list for the project (refer to Annex * in this chapter for detailed formats) and resumes of the project personnel (refer to Annex * in this chapter for detailed formats);
(*) The Bidder shall provide the explanations for whether lawsuits involved (refer to Annex * in this chapter for detailed formats);
(*) The bidder shall prove that he is not included into the list of breach of the persons subjected to the execution from CREDITCHINA.GOV.CN (www.creditchina.gov.cn) (and provide the inquiry record from the website and seal it with the Bidder's official seal). If no information can be checked, the bidder should also provide the checking record
The bidder outside customs boundary of the People's Republic of China should provide copied documents as follows:

(*) The Bidder shall boast sound operating financial conditions, adequate capital guarantee, and provide the copy of bidder’s financial statement for the last three years (****-****);

The bidder or the service provider shall provide the list of their performance and case explanation, and it shall include but limited to project name, Party A ‘s name and contact information, service content, and inspection time and etc. The bidder shall provide copies of at least * contracts for the last * years (****-now) with official seals, and provide the contact information (including date, main contract content and signature page) of ultimate users.
Joint bidding is not accepted in the tendering.
The bidder shall be the Service Provider, otherwise, its bid will be rejected.
Others qualification requirements could refer to the bidding documents.
