本钻井工程技术服务项目已按要求履行了相关报批及备案等手续，资金已落实，具备招标条件，现对其进行公开招标。
This drilling engineering technical service project has gone through the required approval and registration procedure, and the capital needed is in place. Invitation is now given for open tender of this project as it has met the terms of tender.

项目概况：苏里格南**项目为中石油与道达尔**项目。苏里格南区块位于中国****盆地***自治区。项目作业区位于毛乌素沙漠，海拔高度在****-****米之间。该项目作业区的地表主要为沙区，盐碱地区和草原。
Project overview: South Sulige project is a cooperative project of CNPC and Total. South Sulige lies in Inner Mongolia Autonomous Region, Ordos Basin, China. Operating area of the project is located at Mu Us Desert, with an altitude of *,***-*,*** meters. Landform of the operating area includes desert, saline-alkali land and grassland.
根据油田公司****年第***号《长庆油田分公司****年第一次招投标管理委员会会议纪要》、油田公司****年第***号《油田公司招投标管理委员会工程技术和物资专业委员会第一次会议纪要》、油田公司****年第***号《气田开发和对外**招标专业委员会会议纪要》会议精神及苏南项目第**次联管会决议，在****-****年工作量相对稳定的基础上，本次招标采用“一招*年、合同一年一签”的模式。
According to the spirits of the Minutes of First Meeting of Tendering and Bidding Management Committee of PetroChina Changqing Oilfield Company in ****, ref. PCOC Doc No. *** ****, Minutes of First Meeting of Engineering Technology & Materials Professional Committee of Tendering and Bidding Management Committee of PetroChina Changqing Oilfield Company, ref. PCOC Doc No. *** ****, Minutes of Meeting of Gas Field Development and Foreign Cooperation Tendering Professional Committee, ref. PCOC Doc No. *** ****, and the resolutions adopted at the **th Meeting of the Joint Management Committee of South Sulige Project, based on the relatively stable workload of the period from **** to ****, a “two-year tender term and annual contract renewal” pattern is adopted for this bid.
****年工作量分配原则：根据苏南公司批复的年度现场工作计划，中标队伍按排名顺序依次选择。
The workload of the first round is arranged in the order of winning.
****年现场施工结束后，苏南将从工程质量、井控管理、安全管理、环境保护、履约诚信等方面对所有中标并签约的作业队伍进行业绩考核，该考核结果将作为下一年苏南选择作业队伍的依据。
After the site operations from **** are completed, the COMPANY will review the performance of all drilling crews that have been awarded the bid and signed the contract from the perspective of project quality, well control management, safety management, environmental protection, contract performance and credit, etc. and the review results will be used as the basis for selection of drilling crews by the COMPANY for next year.
****年工作量分配原则：根据苏南公司年度实际批复预算及现场工作计划，中标队伍按上年考核排名顺序依次选择。
Follow-up workload is adjusted by South Sulige Operation Branch according to the actual operation. The winning teams will select according to the ranking order of the review results.
****年、****年工程合同服务单价：在苏南当年年度工程服务基准价的基础上，按本次投标文件的下浮比率下浮。****年苏南联管会批复的年度工程服务控制单价可能会根据物价指数、国际油价和地质部署等因素进行调整。当双方对价格调整比例不能达成一致时，本次招标的招标人有权拒绝签订****年服务合同。
Unit price of services for project contracts in **** and ****: the unit price of services shall be determined based on the COMPANY’s annual benchmark price of project services and reduced at the rate specified in this bidding document. In ****, the annual controlled unit price of project services approved by the COMPANY’s Joint Management Committee and annual standard price published by PetroChina Changqing Oilfield Company will be subject to adjustments made according to factors such as price index, international oil price and arrangement of geologic investigation activities. Where the rate of price adjustment cannot be agreed between both parties, the tenderee has the right to refuse to sign the service contracts for ****.

*标包：钢丝重型打捞一体化技术服务项目：*套作业机组，工作量：*口井复杂事故处理，**口井常规重型打捞。
Bid package *：HDU ：* set of working crew，Estimated workload ** wells. * wells to deal with complex accidents, ** wells to FISHING WITH HEAVY DUTY UNIT.
*标包：连续油管修井打捞一体化技术服务项目：*套作业机组。工作量：**口，每家投标单位最多只能投*套机组。工作量由排名顺序分配。
Bid package *：CT Fishing ：* set of working crew，Estimated workload ** wells.Each tender unit up to * units. Workload is assigned by rank order.
*标包：*-*/*"井筒修井一体化技术服务项目：* 套作业机组。工作量：**口，每家投标单位最多只投*套机组。工作量由排名顺序分配。
Bid package *：*-*/*" Wellbore Workover Integration Project：* sets of working crew，Estimated workload ** wells.Each tender unit up to * units. Workload is assigned by rank order.
以上为****年预计工作量，具体工作量由苏南公司根据实际作业情况进行调整。****年工作量由苏南当年年度批复预算确定。
The workload is expected to work, the specific workload of the company in accordance with the actual situation of South Sulige adjusted.

三、投标人资格要求
III. Qualification Requirements for Tenderer
*.* 本次招标不接受联合体投标；
*.* No consortium is accepted;
*.* 法人资格：投标人应具有中华人民**国境内独立法人资格和有效的营业执照；
*.* Corporate capacity: the tender should be an independent legal entity within People's Republic of China with a valid business license;
*.*资质要求：企业具备有效的非煤矿山安全生产许可证；
*.* Qualification requirement: a valid safety production license for non-coal mines for the tender is required;
*.*财务要求：近三年财务状况良好，提供具有资格的第三方机构审计的****年度、****年度、****年度财务报表（须包含资产负债表、利润表、现金流量表、财务报表附注）；
*.* Financial requirement: the tender is in good financial condition in the last three years and needs to provide the financial statements (including the Balance Sheet, Income Statement, Cash Flow Statement, Notes to Financial Statements) of ****, **** and **** audited by eligible third party audit institutions;
*.*业绩要求：企业施工队伍及主要管理人员具有在对外**区块的施工经验。同时能够提供本项目标准化批量施工所需的机具、设备及后勤保障。
*.* Performance requirement: construction teams and key managers of the tender shall have construction experience in foreign projects and are able to provide machines, equipment and logistical support required by standardized batch work of the project.
*.*信誉要求：本次招标要求投标人在“国家企业信用信息公示系统”网站（www.gsxt.gov.cn）未被列入经营异常名录和严重违法失信企业名单；且在“信用中国”网站（www.creditchina.gov.cn）未被列入失信被执行人；
*.* Credit requirement: according to the requirements of this tender, the bidder shall not in the Lists of Enterprises with Abnormal Operations and List of Enterprises with Serious Illegal and Dishonest Acts on the website of “National Enterprise Credit Information Publicity System” (www.gsxt.gov.cn); and not in the List of Dishonest Persons subject to Enforcement on the website of “Creditable China” (www.creditchina.gov.cn);

After potential tenderers have successfully made the payment in the bidding document purchase system, an email of electronic invoice for bidding document charge will be sent to the mailbox of potential tenderers and no paper invoice will be provided.
*.* 此次项目为全流程网上操作，投标人需要使用U-key才能完成投标工作，因此要求所有参与本次项目投标的潜在投标人必须办理U-key（具体操作请参考中国石油招标投标网）。为保证U-key在新平台可用性，对于已办理U-key但无法辨别U-key能否在新电子招标投标平台使用的供应商，中油物采信息技术有限公司将提供查询服务。需要办理U-key的供应商，可自主选择到中油物采信息技术有限公司或昆仑银行办理。
All bidding operations will be completed online. All tenderers need to use U-key to complete the bidding procedures and all potential tenderers having the intention to bid for this project are required to obtain U-key (for detailed operations, please refer to relevant instructions on http://www.cnpcbidding.com). In order to ensure the U-key is usable on the new platform, China Petroleum Materials Limited Corporation will provide inquiry services to suppliers that have obtained U-key but cannot verify if the U-key is usable on the new electronic tendering and bidding transaction platform. Suppliers intending to obtain U-key may obtain U-key from China Petroleum Materials Limited Corporation of Bank of Kunlun at their discretion.
五、投标文件的递交
V. Submission of Tender Document
本次招标采取网上全流程电子招标，通过中国石油电子招标投标交易平台接受投标文件，不接受纸质版投标文件。
All bidding procedures will be completed online and tender documents will be submitted and received on CNPC Electronic Tendering and Bidding Transaction Platform. Bidding documents in hard copy will not be accepted.
投标截止时间为****年*月**日*时**分（**时间），投标截止时间前未完成投标文件传输的，视为撤回投标文件。
