1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。

4) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// ）成功注册。

5) 投标人必须是制造商或制造商的销售分支机构或集成商；

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料；若为集成商投标，需提供集成商资格声明复印件加盖投标人公章、提供业绩要求中的合同（集成商作为合同方直接签订）。

6) 制造商或集成商资质要求（其中一方具有即可）：有效的ISO9000质量管理体系认证证书或同等质量体系认证证书；

证明材料：需提供有效的资质证书复印件加盖投标人公章。

7) 业绩要求：

2017年1月1日至今（以签订合同为准），投标人在中华人民共和国境内应具有至少2台MMA装置的锆材离心泵（介质含酸水）的运行业绩；

证明材料：投标人需提供相应业绩的用户运行合格的证明文件（至少包含用户联系人及联系方式***

8) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.

4) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// ) before bidding.

5) The bidder must be the manufacturer or the manufacturer's sales branch or integrator.

6) Manufacturer or integrator qualification requirements (one of them shall have): valid ISO9000 quality management system certification or equivalent quality system certification.

Supporting materials: A copy of the valid qualification certificate with the official seal of the bidder is required.

7) Performance requirements：

From January 1st, 2017 to the present (subject to the signing of the contract), the bidder shall have at least 2 sets of zirconium centrifugal pumps in MMA plant (medium containing acid water) operating performance in the People's Republic of China.

Supporting materials: Bidders are required to provide the operation qualified supporting documents of corresponding performance provided by user (including at least the user contact person and contact information), the key page of corresponding performance contract (including contract cover, scope of supply, contract signature page) or a copy of the contract and bound in the bidding documents, the scope of supply content must contain the supply quantity and specifications page ((including pump type, material, flow, head, medium, etc.) ), (user name, user location, commissioning time, device size, etc.) and a copy of the key page of the sales contract with the bidder's official seal. If the corresponding performance contract supporting materials can not reflect the above content, in addition to the contract, the bidder need to provide relevant technical agreements or other supporting materials stamped with the bidder's official seal bound in the bidding documents, copies of contracts are not clear or do not provide are considered invalid performance.

8) The Joint Venture bidding shall not be accepted in this bidding project.

The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4.
