中化建国际招标有限责任公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2023-01-19在中国国际招标网公告。本次招标采用传统招标方式，现邀请合格投标人参加投标。
1、招标条件
项目概况:目前中海石油（中国）有限公司海南分公司的勘探、开发作业正向深水/超深水区域进军，深水/超深水区域地质条件复杂、“高温高压”及“潜山缝洞”油气层发育范围广、地层压力预测差异大等问题越来越突出，采用常规钻井工艺无法经济有效的解决上述问题引起的钻井难题，导致常规钻井过程中溢、漏、气侵等复杂情况频发。同时在礁灰岩地层和盐膏层钻进存在常规钻井工艺难以应对的技术瓶颈，导致钻井作业周期长、井控风险大、作业成本高，给安全高效施工带来巨大挑战。并且常规过平衡钻井工艺存在钻井提速难和储层保护差的缺点，不利于油气发现，严重制约了深水区块勘探开发进程，亟需发掘新的钻井工艺、配套新的钻井装备，从而实现安全、高效开发深水/超深水油气区块的目的。计划购置2套国内外先进的BTR控压钻井系统安装于深水钻井平台，以解决目前面临的深水钻井难题。

3、投标人资格要求
投标人应具备的资格或业绩:（1）资格要求

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；



A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.



B. 制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；安装于目标平台A的BTR深水控压钻井装置需取得ABS认证，安装于目标平台B的BTR深水控压钻井装置需取得DNV认证。

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer. The surface manifolds and associated HPU installed on target rig A shall obtain ABS certification; The surface manifolds and associated HPU installed on target rig B shall obtain DNV certification.



C．投标人应为所投货物的制造商。本次招标不接受代理商投标。

D. 是否接受联合体投标：接受，（应满足下列要求：联合体各成员授权牵头人代表联合体参加投标活动，签署文件，提交和接收相关的资料、信息及指示，进行合同谈判活动，负责合同实施阶段的组织和协调工作，以及处理与本招标项目有关的一切事宜。联合体投标应当由牵头人购买招标文件）在中华人民共和国关境内注册的联合体成员报人民币，在中华人民共和国关境外注册的联合体成员报美元。后续签署合同由在中华人民共和国关境内注册的联合体成员签人民币合同，在中华人民共和国关境外注册的联合体成员签美元合同。联合体必须属于同一集团公司。投标人须在投标时提交联合体协议。



Joint Venture: Accepted，(The following requirements shall be met: each member of the Joint Venture shall authorize the leader of Joint Venture to participate in the bidding activities on behalf of the Joint Venture, sign documents, submit and receive relevant data, information and instructions, conduct contract negotiation activities, be responsible for the organization and coordination of the contract implementation stage, and handle all matters related to the bidding project. The leader of the Joint Venture shall purchase the bidding documents for the Joint Venture bidding.) The Joint Venture members registered within the customs territory of the People's Republic of China shall submit RMB, and the Joint Venture members registered outside the customs territory of the People's Republic of China shall submit USD. For the subsequent signing of the contract, the Joint Venture members registered in the customs territory of the People's Republic of China shall sign the RMB contract, and the Joint Venture members registered outside the customs territory of the People's Republic of China shall sign the USD contract. The Joint Venture must belong to the same group company. The Tenderer must submit the consortium agreement when bidding.

（2）业绩要求Requirement for Bidder's reference:
2017年1月1日至投标截止日（以合同签署时间为准），在全球范围内，投标人所投产品的制造商应具有至少2个深水控压钻井系统关键设备BTR旋转控制头（BTR RCD）的供货业绩，且均满足本BTR旋转控制头最大外径尺寸＜60in，最小内通径≥18-3/4in，额定工作压力≥2000psi，在承压2000psi情况下抗拉载荷≥3.5MM lbs，设备允许下入水深≥200ft的技术要求。

From January 1, 2017 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 BTR RCD supply performance, and all meet the technical requirements of BTR RCD，include: maximum outside diameter < 60in, minimum inside diameter ≥ 18-3/4 in, rated working pressure ≥ 2000psi, tensile load rating ≥ 3.5MM lbs under pressure of 2000psi, allowable water depth of installation ≥ 200ft.



投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、满足本BTR旋转控制头最大外径尺寸＜60in，最小内通径≥18-3/4in，额定工作压力≥2000psi，在承压2000psi情况下抗拉载荷≥3.5MM lbs，设备允许下入水深≥200ft的技术要求及到货验收材料。



The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements of and all meet the technical requirements of BTR RCD, include: maximum outside diameter < 60in, minimum inside diameter ≥ 18-3/4 in, rated working pressure ≥ 2000psi, tensile load rating ≥ 3.5MM lbs under pressure of 2000psi, allowable water depth of installation ≥ 200ft. and receiving certificate of arrival of goods.

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、满足本BTR旋转控制头最大外径尺寸＜60in，最小内通径≥18-3/4in，额定工作压力≥2000psi，在承压2000psi情况下抗拉载荷≥3.5MM lbs，设备允许下入水深≥200ft的技术要求及到货验收材料的，均视为无效业绩。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of and all meet the technical requirements of BTR RCD, include: maximum outside diameter < 60in, minimum inside diameter ≥ 18-3/4 in, rated working pressure ≥ 2000psi, tensile load rating ≥ 3.5MM lbs under pressure of 2000psi, allowable water depth of installation ≥ 200ft. and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
