*3. 对投标人的资质业绩要求：
1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。
2) 投标人必须是制造商或制造商的销售分支机构或制造商直接授权的集成商；
证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为集成商投标，需提供制造商授权函原件或复印件加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料。
3) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。
4) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标将被否决。
5) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// ）成功注册。
6) 制造商或制造商直接授权的集成商资质要求（其中一方具有即可）：
有效的ISO9000质量管理体系认证证书或同等质量体系认证证书；
证明材料：需提供有效的资质证书复印件加盖投标人公章。
7) 业绩要求：
2017年1月1日至今（以签订合同为准），投标人在中华人民共和国境内应具有MMA装置至少2台材质为哈氏合金B的酰胺循环泵运行满1年的业绩；
证明材料：投标人需提供相应业绩的用户运行合格满1年的证明文件（至少包含投用时间、用户联系人及联系方式***
8) 本项目不接受联合体投标。
注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

5. 所有投标文件应于2022年11月11日9:30时（北京时间）之前递交到以下地点，开标仪式定于2022年11月11日9:30时举行。因疫情防控需要，届时请无法现场参与开标仪式的投标人代表出席线上开标仪式。线上开标仪式将以腾讯会议形式进行，请提前下载腾讯会议软件（免费）。会议ID和会议密码将在开标前3日以邮件形式告知投标人。

2. Interested Potential bidders may obtain further information and refer to Bidding

*3. Qualification and Performance requirements to the bidders:
1) The bidder has a valid business license (domestic bidder)/business license certificate (foreign bidder).
2) The bidder must be the manufacturer or the manufacturer's sales branch or the integrator directly authorized by the manufacturer;
Supporting materials (bound in the bidding documents) : the bidder shall provide the manufacturer's qualification statement with the bidder's official seal; For bidding by integrators, the original or copy of the manufacturer's authorization letter with the bidder's seal shall be provided; If the bidding is for the sales branch of the manufacturer, the bidder shall provide the documents certifying the relationship between the bidder and the manufacturer with the official seal of the bidder, which shall be regarded as the manufacturer's bidding. The qualification certificate and performance of the manufacturer can be provided as the certification materials during the bidding.
3) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.
4) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise the bid will be rejected.
5) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// ) before bidding.
6) Qualification requirements of the manufacturer or integrator directly authorized by the manufacturer (if either party has the qualification) :
①Valid ISO9000 quality management system certification or equivalent quality system certification;
Certification materials: a valid copy of the qualification certificate with the bidder's official seal shall be provided.
7) Performance requirements:
From January 1, 2017 to the present (subject to the contract), the bidder shall have at least 2 sets of amide circulating pumps made of Hastelloy B with MMA device in operation for one year in the People's Republic of China;
Proof Materials: The bidder shall provide the certificate documents of the user who has been qualified for operation for one year (at least including the time of operation, user contact and contact information), copy of the key pages of the contract (contract cover, scope of supply, contract signature page) of the corresponding performance, and bind them in the bidding documents. The scope of supply shall include the supply quantity, specification and model page (including pump type, flow rate, head, medium, material, etc.), user name, user location, time of use, etc.) and a copy of the key page of the sales contract with the bidder's seal. If the relevant performance contract proof materials cannot reflect the above content, in addition to the contract, relevant technical agreements or other proof materials should be provided with the official seal of the bidder and bound in the bidding documents. The copy of the contract is unclear or the copy of the contract is not provided shall be regarded as invalid performance.
8) Consortium bidding is not accepted for this project.
Note: The tenderee and the bid evaluation committee reserve the right to review the original documents. If the above qualification certificates, performance and related information are found to be falsified, the bid will be rejected.
4. Interested bidders can register and download the bidding documents online from 8:30 AM to 17:00 PM (Beijing time) every day from Oct. 21th, 2022 to Oct. 28th, 2022 (except holidays). The platform usage fee and technical support fee is RMB 2000 or USD 300. Bidders that has not registered and downloaded the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.
