1. 分析室尺寸： 分析仪、取样柜、PLC柜及工程师站要布置在3米长，2米宽的分析室内；真空管线取样探头安装位置距分析室10米以内。

2.能够分析VOD工艺气体组分：O2、CO、CO2、N2、Ar、He、H2

3.分析精度： 对上述各组分的分析精度在5‰以内。

4.扫描磁扇式质谱仪，配备自动变压进样单元，能够满足冶炼过程中从1000 mbar（正压）至0.3 mbar（真空）状态下的进样需求。

5.进样及分析的总时间≯6秒。

6.能与现有PLC系统及二级控制系统无缝对接。

7.采样探头（2个）、预处理系统、质谱仪整机进口，提供原产地商会和报关证明。

资金来源：现汇项目

9. *对投标人的资格要求：

凡是来自中华人民共和国国内或是与中华人民共和国有正常贸易往来的国家和地区的法人或其他组织均可投标，如为代理商，须提供制造商有效授权书。所供成套设备必须是能实现功能要求和满足技术参数要求的产品，同时要有在近5年国内外钢铁企业VOD区域使用的业绩（至少2项）。有运行情况及运行良好的相关证明材料（如：用户使用情况反馈证明材料等）。

投标人业绩要求:

本次招标要求投标人要有在近5年国内外钢铁企业VOD区域使用的业绩（至少2项）。

投标人财务要求:

投标人财务状况良好。

投标人信誉要求:

（1）投标人近三年无违法违规执业行为，须做出书面承诺。

（2）投标人在“国家企业信用信息公示系统”（www.gsxt.gov.cn）中未被列入严重违法失信企业名录（投标人需提供相关网站截图）。（关境内投标人提供）

（3）投标人在“信用中国”(www.creditchina.gov.cn）网站查询中未被最高人民法院列为失信被执行人（投标人需提供相关网站截图）。（关境内投标人提供）

（4）投标人须提供投标截止日前10天内“中国裁判文书网”（wenshu.court.gov.cn）中投标人、法人及拟委任的项目负责人***

投标人不得存在其他情况:

（1）投标人没有处于被责令停业，投标资格被取消，财产被接管、冻结，破产状态。

（2）单位负责人为同一人或者存在控股、管理关系的不同单位，第一大股东是同一自然人的不同单位，不得同时参加本招标项目投标。违反前述规定的，相关投标均无效。法人单位的单位负责人为法定代表人，分公司的单位负责人为分公司负责人，个人独资企业的单位负责人为个人独资企业的投资人，合伙企业的单位负责人***

1. Analysis room size

The analyzer, sampling cabinet, PLC cabinet and engineer station shall be arranged in an analysis room with a length of 3 meters and a width of 2 meters; the installation position of the sampling probe of the vacuum pipeline shall be within 10 meters of the analysis room.

2. Ability to analyze VOD process gas components:

O2, CO, CO2, N2, Ar, He, H2

The analytical precision of the above components is within 5‰.

4. Scanning magnetic sector mass spectrometer, equipped with automatic pressure-variable sampling unit, can meet the sampling requirements from 1000 mbar (positive pressure) to 0.3 mbar (vacuum) in the smelting process.

5. The total time of injection and analysis≯6 seconds.

6.It can be seamlessly connected with the existing PLC system and secondary control system.

7.Sampling probes (2), pretreatment system, mass spectrometer are imported, and the chamber of commerce and customs declaration certificate is provided.

The complete set of equipment provided must be a product that can fulfill the functional requirements and meet the technical parameter requirements, and at the same time have the performance (at least 2 items) used in the VOD area of domestic and foreign iron and steel enterprises. There are relevant certification materials (such as: user feedback certification materials, etc.) of operation and good operation.
