1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海油能源发展股份有限公司委托，邀请合格投标人就陆丰12-3油田FPSO项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：陆丰12-3油田FPSO项目需配备一套中控系统，包括PCS（过程控制系统）、ESD（应急关断系统）、FGS（火气系统）和现场火气探头等。

中华人民共和国关境外提供的货物：CIF中国主要港口（南通）。

中华人民共和国关境内提供的货物：招标人指定地点（南通）。

2．资格要求：

1) 资质要求：

A. 关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

B. 代理商要求：如果投标人是代理商，则投标人应获得货物制造商的正式授权以及证明其在本次投标中唯一提供该货物的正式授权书；代理商应获得制造商签字盖章的保证，承诺制造商将承担货物的质量责任,包括设计、制造、生产和完成调试。

2) 业绩要求：

投标人应提供中控的成熟产品，自2011年1月1日起至投标截止日（合同签署时间），投标人本次投标所使用产品DCS（分散控制系统）及SIS（安全仪表系统）系统（PCS、FGS和ESD之间以及整个系统之间的通信速度不低于100Mbps；PCS、F&G and ESD系统的AI/AO卡件通道不多于16通道，DI/DO通道不能多于32通道；）必须具有海洋油气环境下（海上生产平台/海上桩基式移动生产储油装置或FPSO）至少1个新建项目的业绩。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含合同封面和签字页，中控系统设备相关的技术附件）和用户签字的成功运行证明文件或用户签发的临时接受证书或第三方船级社签字的调试记录报告。

 

3.有兴趣的合格投标人可通过以下方式获取招标文件：从2021年12月22日开始至2021年12月29日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。本招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中领购招标文件，不可参加投标。另外，本次招标公告同时在机电产品招标投标电子交易平台（）上发布，投标人还需要在机电产品招标投标电子交易平台（http:///）注册成功并通过平台审核。

 

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2022年1月12日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦一楼大厅，在此时间后收到的投标文件恕不接受。

 

5.开标时间：定于2022年1月12日10:00时（北京时间）开标。开标地点：北京市东城区东直门外小街6号海油大厦4层第七会议室。

 

6．本次招标公告同时在机电产品招标投标电子交易平台（）上发布。

 

7.投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

1.CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Energy Technology & Services Ltd (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment for LUFENG12-3 OILFIELD FPSO PROJECT:

 Project Summary：One set of The Integrated Control & Safety System shall installed on the LF12-3 FPSO，include PCS ,ESD, FGS, and fire and gas detector etc.

Place of delivery：

For goods offered from outside PRC customs territory:CIF Nantong port, China.

For goods offered from within PRC customs territory:Arrive at the place designated by the bid inviting party (Nantong) .

 

2. Bidder Qualification requirements: 

 1) Qualification requirement:

A.The bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.

B.Agent requirements: If the Integrated Control & Safety System offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding. The Agent must obtain Authorization Letter, as well as letter of guarantee of the Integrated Control & Safety System sets manufacturer with signature and stamp to commit the manufacture will undertake responsibility for quality of the Integrated Control & Safety System sets, include design, manufacture, production and successful commissioning.

2) Performance requirements:

The Integrated Control & Safety System sets shall be the mature product of the bidder. From January 1, 2011 to the deadline of bidding(Contract Award Date), the DCS and SIS systems tendered by the BIDDER(The communication speed must be at least 100Mbps among the PCS, FGS and ESD and among the whole system;AI/AO channels of PCS、F&G and ESD shall be equal or less than sixteen(16). DI/DO channels of PCS, ESD and F&G SYSTEM shall be equal or less than thirty-two (32). ) must have at least one new build project performance in the marine Oil-Gas environment (which means the offshore production platform, or offshore pile-based mobile production and storage device, or FPSO). 

The bidder shall submit the performance table in the prescribed format and relevant performance supporting documents. Performance certification documents include but are not limited to: copy of sales contract (including contract cover and signature page, description page of supply scope / scope of work and technical accessories related to the Integrated Control & Safety System sets, main technical parameters page, etc., with the original for reference), certificate of successful operation signed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party classification society. Performance without supporting materials is invalid performance.

3. All those who are willing to participate in the bids are kindly requested to :enter into website http://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) on line from December?22, 2021 to December?29, 2021 upon non-refundable payment of RMB2000 or USD300 for each copy. First login must be registered(free of charge), after successful registration, you can buy the bidding documents. The purchase process must be fully online, and offline remittance will not be accepted. After successful payment of the bid fee, the bidder can download the bidding documents by himself. The bid fee will not be refunded after successful payment. If you do not purchase the bidding documents in the system, you may not participate in the bidding.
