1．中化建国际招标有限责任公司（以下简称“招标机构”）受海洋石油工程股份有限公司委托，邀请合格投标人就唐山LNG接收站一阶段工程项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

交货期： 

关境外提供的货物：合同签订后420天内到达中国天津港。

关境内提供的货物：合同签订后420天内到达唐山LNG接收站业主指定现场。

2．业绩和资格要求：

1）资质要求：

- 投标人必须是具有独立法人资格的卸料臂制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一的营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

代理商要求：如果投标人所投的货物（卸料臂设备主体）不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

2）业绩要求：制造商自2006年1月1日至投标截止之日，至少具有1个境内LNG接收站（设计产能不小于200万吨/年）16”及以上的LNG卸料臂供货业绩，且项目投产一年以上，每个业绩中供货的LNG卸料臂数量至少3台、返气臂数量至少1台，提供相关证明材料。

业绩证明材料包括：业绩合同关键页复印件（如合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）、设备现场调试报告（业主、监理等签字），并提供用户证明文件（载明项目规模、投产时间，设备运行状况良好，用户盖章或法定代表人签字）或投标人书面承诺业绩真实有效并提供最终用户联系人***

提供虚假投标资料的（包括但不限于业绩、资质、财务等方面），经评标委员会核实认定涉嫌造假的，取消本次投标资格，扣罚投标保证金，海油工程库内供应商冻结 6 个月，海油工程库外供应商两年内不允许进入海油工程合格供应商库且不得在海油工程相关公开招标项目中选用。

3）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。认证范围应至少包括生产或制造范围。境内制造商的质量管理体系认证应在中国国家认证认可监督管理委员会网站（http//www.cnca.gov.cn/）核实，无法核实的视为无效证书。

4) 从中华人民共和国关境内提供的货物：投标截止时间前已进口的货物：不接受；投标人拟自行进口后销售给招标人的货物：不接受。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2020年9月4日开始至2020年9月14日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https:// buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在机电产品招标投标电子交易平台（http:///）注册成功并通过平台审核。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2020年9月25日9:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403号会议室，在此时间后收到的投标文件恕不接受。

5．开标时间：定于2020年9月25日9:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

Forgoods offered from outside PRC customsterritory: goods arrived at Tianjin Port, Tianjin, P.R.China within 16 months after contract signed.

For goods offeredfrom within PRC customsterritory: goods arrived at Tangshan LNG Terminal Phase 1 ProjectSite within 16 months after contract signed.

2.              References and Qualification requirement:

1)Qualification requirement:

-Bidder shall be manufacturer or authorized agent designated by manufacturerwith the qualification of independent legal entity.

Bidderfrom within the PRC Customs Territory shall provide validbusiness license,Organization Code Certificate and tax registrationcertificate. Bidder from outside the PRC CustomsTerritory shall provide valid independent legal entitycertificate.

If thegoods (equipment body) is not manufactured by bidder, the bidder shall obtainthe only legal officialauthority of the manufacturer that the bidder couldprovide the goods for thebid in China.

2) Manufacturer shall have at least 1 domestic LNG receiving terminal project (design capacity not less than two million tons/year) with 16” and above LNG unloading arm supply performance from January 1, 2006, while the terminal project shall be in operation for more than one year. The quantity of LNG unloading arms should be at least 3 sets, and the NG arm should be at least 1 set. The references shall be testified by proof materials.

The proof materials include: copy of key pages of contract (The homepage of contract, the sign date page of contract, the delivery date page of contract, the both parties signed and stamped page of contract, the description page of Goods scope or Work scope, the key pages of main technical parameters, the original copy for reference) and commissioning report (signature of owner and supervisor), or User performance feedback certificate (seal of user or signature of legal representative), or the Bidder promoises in writing that the performance is true and effective and provides the contact phone No. of the end user for the tenderee to verify. The performance without certification documents or insufficient evidence will be treated as invalid performance.

If the bidder provides false bidding materials (including but not limited to performance, qualification, finance and other aspects), and the bid evaluation committee verifies that the bidder is suspected of fraud, the bid qualification shall be cancelled, the bid security shall be deducted, the suppliers in the Treasury shall be frozen for 6 months, and the suppliers outside the Treasury shall not be selected in the public bidding within two years.

3）Manufacturershall have the ISO9001 quality management system certification and thecertificate is valid. The agent shall have the ISO certificate of the productmanufacturer. The scope of certification shall at least include producing or manufacturing.?The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration (http://www.cnca.gov.cn/). It will be rejected if the certification cannot be verified on the website.

4) For goods offered from outside PRC customs territory:For goods already imported prior to the deadline for?submission of bids（not allowed）；Goods?that the bidder intends to import by itself and then sell it to the Tenderee?after import （not allowed）.

3.              The interested Bidders may obtain the bidding document byfollowing method: Please login at CNOOC Procurement Operation System（https:// buy.cnooc.com.cn） on the page ofInvitation for bid for purchasingBidding Document from Sep. 4th, 2020 to Sep. 14th 2020. For the firsttime of login, a registration (free of charge) is needed and only aftersuccessful registration, Bidder can purchase Bidding documents online. The wholepurchasing process must be operated onlineand?offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 300.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails topurchase Bidding Documents online is not eligible to bid. In addition, thebidder need to succeed in the bidding electronic trading platform for mechanical and electrical products (http:///) registered and through the platform review.
