1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油惠州石化有限公司（以下称为“招标人”）委托，就中海油惠州石化有限公司2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC?International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to?as “Tenderee” ), intends to purchase the Goods and the relevant services required?under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive?Bidding. The Bidders are kindly requested to provide the following Goods and?services with sealed bids.

2.对投标人的资格/业绩和证书要求：

Requirements for Qualification ,Reference?and?Certification?of Bidder:

 

（1）资格要求

Requirements for Qulification of?Bidder

 

投标人应为所投货物的制造商(包括制造厂商所在集团公司内负责销售的公司）。如果投标人是制造厂商所在集团公司内负责销售的公司，应提供声明，说明投标人与制造厂商隶属同一集团,负责投标货物的销售工作。

不接受代理商或贸易商投标。

The bidder shall be the manufacturer of proposed goods (including the product sales company within the manufacturer's group).If the bidder is a company responsible for sales within the manufacturer's group, it shall provide a statement stating that the bidder and the manufacturer belong to the same group and are responsible for the sales of the bid goods.

The agent or trader bid shall not be accepted.

 

（2）业绩要求：

?????Requirement?for Bidder's reference:

?????投标人必须具有在2007年1月1日至2017年1月1日签署的国内石油炼制项目160万吨/年及以上蜡油加氢或渣油加氢装置的气动或电动固定球开关球阀的销售合同业绩（至少提供两个项目的销售业绩合同），且每个业绩中压力等级为1500LB及以上阀门数量不少于10台（其中必须含口径不小于10寸且压力等级不低于2500LB气动固定球开关球阀，以及口径不小于12寸且压力等级不低于1500LB电动固定球开关球阀）。

 

The?bidder must have at least 2 project sales performances in 1600 KTA ((or greater) Hydrocracking Plant for wax oil or residual oil with contract signature date between Jan 1st, 2007 and and January 1, 2017.The quantity of the pneumatic or electri On/off Valves in each sales performance should not be less than 10 sets and the pressure grade of pneumatic or electric On/off Valves must be equal or greater than CLASS 1500LB. Each sales performance must contain the following parts: the pressure grade of pneumatic fixed ball On/off Valves should not be lower than 2500LB with the inside nominal diameter equals to or greater than 10 inches; the the pressure grade of electric fixed ball On/off Valves should not be lower than 1500LB with the inside nominal diameter equals to or greater than 12 inches.

 

 

 

?????投标人须按规定格式提交业绩表，并提交相关业绩证明文件证明。业绩证明文件包括但不限于：无价销售合同影印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：项目名称与规模、签约日期、压力等级、口径、阀门类型(气动固定球球阀、电动固定球球阀）和数量等内容。 未提交业绩证明文件，或所提供的业绩证明文件无法验证项目名称与规模、签约日期、压力等级、口径、阀门类型(气动固定球球阀、电动固定球球阀）和数量等内容，均视为无效业绩。

The bidder should submit the performance references and furnish?reference List in given form, and provide corresponding documentary?evidence. The?documentary evidence shall?include but not limited to: photocopies of?un-priced?sales contract (including technical appendix) and other evidentiary?documents. The?evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: project name and capacity, signature date of contract, pressure grade, inside nominal diameter, valve type(pneumatic or electri On/off Valves) and quantities, etc. If no documentary evidence?furnished, or documentary?evidence?furnished can not demonstrate project name and capacity, signature date of contract, pressure grade, inside nominal diameter, valve type(pneumatic or electri On/off Valves) and quantities,?the relevant reference will be deemed unvalid.

 

?????每个有效业绩中，对于招标人的要求，投标人在证明文件中应做明显标记，业绩不清晰或标记不清晰的，视为无效业绩。

 The bidder should mark the tenderee’s requirements in the sales reference clearly. The sales reference without clear mark or not clear shall be regarded as invalid.

（3）证书要求

?????Requirement?for Bidder's certification:

 

?????投标人应提供以下证书：防爆等级（不低于Exd II CT4）、防护等级（不低于IP66）、防火、安全完整性等级(不低于SIL2)证书。

 

The bidder should submit the following certification:?anti-hazard classsificaiton?(not lower than Exd II CT4), level of protection(not?lower than IP66), fire protection, SIL?certification(not?lower than SIL2).

   

 

   

3.有兴趣的投标人可通过以下方式获取招标文件：从2020年8月27日开始至2020年9月3日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The?interested Bidders may obtain the bidding document by following method: Please?login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the?page of Invitation for bid for purchasing Bidding Document from August 27, 2020 to September 3, 2020. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase?Bidding documents online. The whole purchasing process must be operated online?and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails to?purchase Bidding Documents online is not eligible to bid.

 

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年9月17日上午9:30（北京时间）前递交至广东省惠州市大亚湾区澳头石化大道中426号海油大厦5楼会议室。在此时间后收到的投标文件恕不接受。

The?deadline and place for submission of bid: All bids must be accompanied by a bid?security as specified and must be delivered to 5th floor meeting room, CNOOC Tower, No. 426 Middle Petrochemical Avenue, Daya Bay District, Huizhou City, Guangdong, P. R. China at or before?9:30 am (Beijing Time) on September 17, 2020. Any bid beyond the required time and date shall be?subject for rejection.
