中化商务有限公司受航天材料及工艺研究所的委托对下列产品及服务进行国际公开招标。现邀请潜在投标人参加投标。

1. 招标产品的名称、数量、技术规格、资金来源：

柔性异形面扫描检测系统 1套

技术规格：

（1）一次定位测量直径：≥3.0m；

（2）单点锥测精度：≤±0.042mm；

2. 资质要求：

（1） 投标人需提供有效的营业执照和税务登记（如适用）证明文件；

（2） 投标人提供近三年的财务状况资料，和中标后有能力履行合同的文件，并作为其投标文件的一部分；

（3）制造商具有完善的质量管理体系，并提供有效的质量管理体系认证证明文件（如ISO9001等）；

（4）境内投标人应提供有效的银行基本账户开户许可证或基本账户信息证明文件复印件；

（5）关境内制造的货物只允许制造商投标；

（6）关境外制造的货物允许代理商投标。投标人必须是制造商或制造商针对本项目授权的唯一代理商。如为代理商投标，投标人应提供该货物的正式授权书；

（7）投标人必须是与买方签订本项目合同的签约方（说明：如所投产品为关境外制造的货物须签订外贸合同，中标的投标人必须以自身名义与买方商务代理签订外贸合同，否则予以废标处理）；

（8）投标人应提供近3年（2017年1月1日至今）本次投标相同或类似型号/规格的产品在国内的制造/销售业绩，要求提供不少于2份主要业绩的销售合同复印件作为证明材料；

3. 交货地点：境外货物：CIP北京首都机场/境内货物：天津市滨海新区开发区西区夏青路126号

交货期：收到信用证或预付款后开始计算交货期，总周期不超过6个月。其中：收到信用证或预付款后第5个月内到货，到货后1个月内安装调试完成。（分阶段计算延期交货责任）

4. 招标文件售价：每包每套1000元人民币或160美元，文件售后不退。（邮购须另加100元人民币或20美元）。任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。

2． Qualification requirements：

(1) Bidders need to provide valid business license and tax registration (if applicable) certification documents;

(2) The bidder provides the financial status data of the past three years, and the documents that have the ability to perform the contract after winning the bid, as part of its bidding documents;

(3) The manufacturer has a complete quality management system and provides effective quality management system certification documents (such as ISO9001, etc.);

(4) Domestic bidders should provide a valid basic bank account opening permit or a copy of the basic account information certification documents;

(5) Only manufacturers are allowed to bid for goods manufactured within the customs territory;

(6) Agents are allowed to bid for goods manufactured abroad. The bidder must be the manufacturer or the only agent authorized by the manufacturer for this project. If bidding for an agent, the bidder shall provide a formal authorization letter for the goods;

(7) The bidder must be the signatory to sign the contract for this project with the buyer (Note: If the product invested is goods manufactured overseas, a foreign trade contract must be signed, and the winning bidder must sign a foreign trade contract with the buyer’s commercial agent in his own name. Otherwise, the standard will be abolished);

(8) The bidder shall provide domestic manufacturing/sales performance of products of the same or similar model/specification in the past 3 years (from January 1, 2017 to present), and shall provide no less than 2 sales contracts with main performance The photocopy is used as proof material;

Delivery time: After receiving the letter of credit or advance payment, the delivery time will be calculated, and the total period shall not exceed 6 months.
