1.中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托旅大29-1油田开发项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：中控系统

数量：PCS/ESD/FGS系统各1套

交货期： 2021年5月12日（国内）或2021年5月1日（进口）

交货地点：中国天津塘沽买方指定地点（国内货物）或天津新港（进口货物）

项目概况：旅大29-1油田开发依托旅大16-3油田，在旅大29-1油田区域新建一座无人值守井口平台LD29-1WHPA。

资金到位或资金来源落实情况：企业自有资金，已落实。
项目已具备招标条件的说明：已具备
是否接受联合体投标：本次招标不允许联合体投标

2.资格标准：

（1）投标人必须是所投产品DCS或SIS系统的制造商，如投标人不是所投产品DCS或SIS系统的制造商则投标人必须与本次投标产品的制造商签有战略协议（战略协议签订日期不晚于2017年12年30日，协议内容应至少包括：中海油系统内项目投标及集成授权、合作建立研发实验室及系统集成生产基地），或者投标人必须具有与本次投标产品的制造商共同参股成立的合资公司（投标人持有股份不低于合资公司的51%，产品制造商持有股份不低于合资公司的12%），并且投标人具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少1个项目的合同业绩。

（2）在投标截止日前十年内，投标人本次投标所使用产品DCS及SIS系统必须具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少1个项目的合同业绩。并提供相应的书面材料（书面材料是指：合同及相应调试验收报告或合同及相应使用方出具的有效证明文件）；上述文件中如未包含中控系统所在设施的名称及使用方信息，投标人应提供有效说明文件。

（3）中控系统需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LIoyd’s,DNV，CCS，BV）对中控系统进行检验并获得检验证书。

（4）投标人应在投标文件中提供有效的证书（包括系统制造商的质量管理体系证书，安全系统SIL证书及（报告或List清单））。

（5） 未购买招标文件不可以参加投标。

 

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年6月12日开始至2020年6月19日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。 

 

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年7月3日9：30时（北京时间）前递交至天津市滨海新区海川路2121号渤海石油管理局大厦A座（鉴于防疫期间，建议邮寄递交投标文件，大厦园区目前仅可接收顺丰快递，收件人：赵爽，联系电话***

 

5. 开标时间：定于2020年7月3日9：30时（北京时间）开标。 开标地点：天津市滨海新区海川路2121号海洋石油大厦A座。

 2.   QualificationRequirements:

★Since in recent 10?years to the bid deadline, the BIDDER must be the manufacturer of DCS or SISsystem. Otherwise, the BIDDER must have the strategic protocol (The signingdate of the strategic protocol should be no later than 30th December of 2017.The contents of protocol should include the followings at least: projectbidding and integration authorization within CNOOC system, the cooperation inestablishing R&D laboratories and system integration production bases.)with the manufacturer of the tendered product OR the BIDDER must have a jointventure company with the manufacturer of the tendered product (In the jointventure company, the shares held by the BIDDER shall not be less than 51%, andthe shares held by product manufacturers shall not be less than 12%), AND the BIDDERshould has at least one projects performance in the marine environment (whichmeans the offshore platform, OR offshore pile-based mobile production andstorage device, OR FPSO).

The DCS and SIS systems tendered by theBIDDER must have at least one project performance in the marine environment(which means the offshore platform, OR offshore pile-based mobile productionand storage device, OR FPSO). The VENDOR shall provide the correspondingdocuments (written material refers to: contract and the commissioningacceptance documents or contract and the effective proof certificate issued bythe operator). If the above documents do not contain the name of the facilitywhere Central Control System is located and the information of the user, thebidder shall provide a valid document.

★TheVENDOR shall conform that CENTROL CONTROL SYSTEM will be designed,manufactured, certified and inspected in accordance with Safety Rules forOffshore Fixed Platforms. The VENDOR shall provide the authorized third partycertificate（DNV、BV、ABS、LRor CCS）.

★Vendorshall supply relavant qualified certificate within the validityperiod(including the system manufacturer’s quality management systemcertificate, SIL certificate, explosion-proof and ingress protectioncertificate etc.) in the bidding documents.
