第一章招标公告

上铁芜湖轨道板有限公司胀套采购项目招标公告

（招标编号：上铁轨道板招（2020）-5号）

一、招标条件

上铁芜湖轨道板有限公司现就胀套采购项目进行公开招标。本项目采购资金已落实，具备招标条件。

二、招标内容

备注：材质为弹簧钢，须调质处理，胀套底部螺纹滚花须加深，增加摩擦力。

技术要求：淬火、回火HRC45-50；发黑、棱角倒钝

三、投标人资格要求

3.1在中国境内依法注册，具有独立法人资格、具有招标物资生产供应经验的生产制造商、经销商以及商贸公司，并且具有合法、有效的企业法人营业执照、税务登记证书，具备一般纳税人资格；

3.2投标产品生产制造商必须取得有效ISO9001质量体系认证；

3.3投标人必须具有良好的社会信誉，最近两年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁；近两年不曾在合同中严重违约；财产未被接管或冻结，企业未处于禁止或取消投标状态；同时具有履行合同的能力和良好的履约记录；

3.4本项目不接受联合体投标；

3.5必须在上铁芜湖轨道板有限公司报名登记且购买了招标文件。

3.6付款方式：货到票到一个半月支付供货单位100%总货款。

3.7报名单位须将胀套样品寄到我公司使用，经过试用一段时间后，得到我公司技术部门的认可，符合我公司的生产要求，才能具备投标资格。（在供方除外）

四、招标文件获取

4.1凡有意参加投标者，请从（上铁芜湖轨道板有限公司）购买招标文件。招标文件从2020年6月12日起至6月18日止，每日8时00分至17时00分公开出售。本招标文件每套售价300元人民币，售后不退。

4.2购买招标文件时须提供本人身份证原件及复印件、单位介绍信。需要开具增值税发票的，应在单位介绍信中同时注明单位名称、纳税人识别号、地址、电话、开户行及开户账号等开票信息。（报名资料发至1341905502@qq.com邮箱）

4.3未购买招标文件者，投标无效。

五、投标文件递交

5.1投标文件递交截止时间为开标当日（北京时间），地点为开标地点。

5.2逾期送达、未送达指定地点或未按照招标文件要求密封的投标文件，招标人不予受理。

六、开标时间和地点

本项目开标时间另行通知，开标地点另行通知。届时请投标人法定代表人或其授权代表人出席开标会议，并且带身份证原件备查验。
