1. 中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，渤中26-3油田扩建项目火气探测报警设备的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

交货地点：中国天津塘沽买方指定地点（国内货物）或天津新港（进口货物）

 

项目概况：渤中26-3油田位于渤海南部海域。在渤中26-3油田扩边区新建1座4腿4桩的无人井口平台WHPC；在BZ26-3WHPA东北方向新建1座3腿3桩的动力平台PAPD，与BZ26-3WHPA井口平台通过栈桥连接。新建的BZ26-3WHPC全液输送至新建的BZ26-3PAPD，再通过栈桥输送至已建的BZ26-3WHPA上进行处理，处理成含水8％的原油，外输至BZ25-1WHPD平台，与BZ25-1WHPE/WHPF平台物流一起输送至海洋石油113FPSO处理成合格原油进行储存。

2.资格标准：

投标人所投的火气探测及报警设备应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投产品（火气探测报警设备,包括火焰探头，可燃气探头，氢气探头，烟探头，热探头，声光报警设备，FM200释放/抑制报警设备，手报报警站，弃平台按钮）应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩（其中业绩参考规模按照渤海井口平台项目KL10-4，设备数量不低于以下要求，可燃气探头53个，火焰探头38个，热探头25个，烟探头24个，氢气探头2个，声光报警设备32个，FM200释放/抑制报警设备30个，手动报警站22个，弃平台按钮3个），并提供相应的书面材料（书面材料是指：合同及相应调试验收报告或合同及相应使用方出具的有效证明文件）。上述文件中如未包含火气探测报警设备所在设施的名称及使用方信息，投标人应提供有效说明文件。

火焰探头应按照国家有关规定提供3C证书。

 未购买招标文件不可以参加投标。

 

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年5月26日开始至2020年6月2日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

2.   QualificationRequirements:

The Fire & GasDetection/Alarm Devices that VENDOR supplied should be mature products formanufacturers. The newly trial products isunacceptable. Since in recent 10 years to the biddeadline, the products that VENDOR supplied (include：flamedetector, combustible gas detector, hydrogen gas detector, smoke detector, heatdetector, alarm strobe and bell, FM200 manual release/inhibit pushbutton,manual station, APS station) should have at leasttwo projects which had successful applications in offshore platform/FPSO fortwo years( From the date of acceptance of delivery or the certificate issued byUSER). (Performance scale refer to KL10-4 platform, and the QTY of equipmentshould not less than the following requirements, combustible gas detector 53,flame detector 38, heat detector 25, smoke detector 24,hydrogen gas detector 2,alarm strobe and bell 32, FM200 manual release/inhibit pushbutton 30, manualstation 22, APS station 3) .The VENDOR shall provide thecorresponding documents (written material refers to: contract and thecommissioning acceptance documents or contract and the effective proofcertificate issued by the operator). If the above documents do not contain thename of the facility where Fire & Gas Detection/Alarm Devices are locatedand the information of the user, the bidder shall provide a valid document.

Flamedetector must have certificate of China Compulsory Certification.
