中金招标有限责任公司（以下简称“招标代理机构”）受保定钞票纸业有限公司的委托，邀请合格投标人就“保定钞票纸业有限公司振纸器采购”有关货物采购提交密封投标。

招标人已拥有一笔资金用于支付本次招标后签订合同的款项。

4、  投标人应符合以下要求：
1）如果投标人按照合同提供的货物不是投标人自己制造的，投标人应提供制造厂商的正式授权书（格式见《机电产品采购国际竞争性招标文件》（第一册））；
2）境内投标人须具有有效企业营业执照；境外的投标人须具备有效的公司注册证书或相关注册信息；

3）境内的投标人应提供开标日前三个月内由其基本账户银行开具的资信证明原件或复印件；境外的投标人无法提供其开立基本账户的银行开具的资信证明的，可提供其开户银行开具的资信证明复印件；

4）其他资格证明文件：无

5、  潜在的合格投标人可从2020年4月27日起至2020年5月7日每天上午09:30至下午16:00 （北京时间，法定节假日除外)，将境内公司营业执照或境外公司企业注册信息复印件、法人授权书（复印件加盖公章）发送至招标公司邮箱中，2513894842@qq.com，待审核通过后购买招标文件。招标文件售价500元。售后不退。

注：投标厂商须2020年5月12日完成网上注册：根据有关规定，投标人在购买招标文件后应及时在中国国际招标网上注册及信息核验（http：//）。网上注册及信息核验的具体操作，详情请咨询中国国际招标网网站。如因未按要求时间注册及核验信息则视为报名未成功，并且导致的一切后果由投标人自行承担。

China Capital Tendering Co., Ltd. (name of Tendering Agent), for and on behalf of BaoDing Banknote Paper Co., Ltd invites sealed bids from eligible bidders for the supply of the goods and related services under The Vibrator Procurement Project by the way of international competitive bidding （ICB）.

3.Bidding Method: International Open Tendering

4. The bidder shall meet the following requirements:

1) If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, the bidder shall provide the formal letter of authorization of the manufacturer (see the format of International Competitive Bidding Document for Procurement of Mechanical and Electrical Products (Volume I));

2) Domestic bidders shall have valid business license; overseas bidders shall have valid company registration certificate or relevant registration information;

3) The domestic bidder shall provide the original or copy of the credit certificate issued by its basic account bank within three months prior to the bid opening date. If the overseas bidder is unable to provide the credit certificate issued by its basic account bank, it may provide the copy of the credit certificate issued by its account bank;

4) Other qualification documents: None

Potential eligible bidders may be offered from 09:30 a.m. to 16:00 p.m. from April 27, 2020 to May 7, 2020 (Beijing time, except for legal holidays), send the copy of business license of domestic company or registration information of overseas company, power of attorney of legal person (copy with official seal) to the email of the bidding company, 2513894842@qq.com, and purchase the bidding documents after passing the examination. The price of bidding documents is 500 yuan. After sales is not refundable.

Note: the bidder shall complete online registration by May 12, 2020: according to relevant regulations, the bidder shall timely register and verify information on China International Bidding network after purchasing bidding documents (http://). Failure to register and verify the information in accordance with the stipulated time shall be deemed as a failure of the registration, and all the consequences shall be borne by the bidder.

6. Potential bidders who have not purchased the bidding documents shall not participate in the bidding.
