本尼日尔-贝宁原油外输管道项目海底管道施工图设计分包项目招标人为中国石油天然气管道工程有限公司（CPPE），项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。

The Tenderer of the Bidding Project of Detailed Design Subcontractor of Offshore Pipeline for Niger to Benin Crude Oil Export Pipeline Projectis China Petroleum Pipeline Engineering Corporation (CPPE) and the source of project funds has been secured. The bidding project has fulfilled the relevant procedures such as approval and has been filed according to the requirements, and met the bidding conditions, and is now conducting public bidding.

2、项目概况与招标范围

2. Project Overview and Bidding Scope

项目概况：尼日尔-贝宁原油外输管道工程海上终端是尼日尔原油外输项目及贝宁原油外输陆上终端的重要组成部分。海上终端位于贝宁赛美港，包括1座单点系泊系统和2条平行海洋管道，长度约14.4km，管径711mm，设计压力为5.0MPa。

Project overview:The offshore terminal of Niger to Benin Crude Oil Export Pipeline Project is an important part of the onshore terminals of Niger crude oil export pipeline project and Benin crude oil export project. The offshore terminal is located in the Port of Seme, Benin, including 1 single-point mooring system and 2 paralleloffshorepipelines with a length of about 14.4km, a diameter of 711mm and a design pressure of 5.0MPa.

招标范围：本次设计的工作范围为尼日尔-贝宁原油外输管道项目海底管道施工图设计，具体如下：Bidding scope: The scope of this design is the detailed design of offshore pipeline of Niger to Benin Crude Oil Export Pipeline Project, as follows:

从末站围墙外两米至海底管汇（PLEM）上游法兰，包括陆上管道、登陆管道、海底管道、膨胀弯及附属结构的设计。From two meters outside the enclosure wall of the terminal station to the upstream flange of Pipe Line End Manifold(PLEM), including the design of onshore pipeline, landing pipeline, offshore pipeline, tie-in spool and ancillary structures.

设计采用联合体设计模式，CPPE和分包商分别设计各自的设计内容。CPPE需要审核分包商的设计文件。The design adopts the design pattern by consortium, and CPPE and its subcontractorsshall design the respective design content separately. CPPE needs to review the design documents of its subcontractors.

设计服务期限：Design duration: 分包商应从接收任务起，立即进行各项准备工作，按照技术要求，分批次提交成果数据。具体的工期要求如下：The subcontractor shall, from the beginning of receiving the task, immediately carry out all preparations and submit the results data in batches according to the specification. Specific duration requirements are as follows:接到中标通知书后10个日历日完成文件清单提交计划To complete the document list submission plan within 10 calendar days after receipt of notice of award .2020年5月31日之前提交CPPE审查A版文件To submit the documents of version A for review by CPPE by May 31, 2020 .2020年8月15日之前提交CPPE 0版文件批准（可根据工作进展情况调整）To submitthe documents of version 0 for approval by CPPE by August 15, 2020 (may be adjusted according to the progress of work)

技术成果经济补偿：本次招标对未中标人投标文件中的技术成果不给予经济补偿。Economic compensation for technical results: this bidding project will not give economic compensation for technical results in the bid documents of any unsuccessful bidders.

3、投标人资格要求

3. Qualification Requirements for Bidders

3.1 本次招标不接受联合体投标。3.1 This bidding project will not accept any bid from a consortium.

3.2 本次招标要求投标人须具备：3.2 The bidders for this project must meet the following requirements:

1）投标人必须具有独立的法人资格和独立承担民事责任的能力；1) The bidder must have independent legal personality and the ability to bear civil liability independently;

2）国内潜在投标人营业执照经营范围内包含工程设计；国外潜在投标人需出具有效的法律证明文件。2) The scope of business license of potential bidders in China shall include engineering design; potential bidders outside China shall provide valid legal documents.

3）3年内投标人具有海底管道施工图设计业绩。3) The bidder shall have performance of detailed design of offshore pipeline in recent 3 years.

3.3 财务要求：财务状况良好，无进入清算程序，或被宣告破产，或其他丧失履约能力的情形；3.3 Financial requirements: the bidder shall be in good financial condition, without having entered liquidation proceedings, or being declared bankrupt or otherwise incapacitated;

3.4 业绩要求：近3年（2017年1月1日至今）内具有海底管道施工图设计业绩。（投标文件中须提供合同复印件或业主证明材料）。3.4 Performance requirements: The bidder shall have performance of detailed design of offshore pipeline in recent 3 years (from January 1,2017 to date) (A copy of the contract or proof of the owner must be provided in the bid document).

3.5 信誉要求：目前和过去三年未涉及影响协议执行的诉讼案件。3.5 Credibility requirements: No litigation cases affecting the implementation of anyagreement are currently in place or in the previous three years.

3.6 人员要求：项目经理具有15年及以上的相关工作经验，专业负责人***

3.7 其它要求：投标文件需英文编制。3.7 Other requirements: The bid documents shall be prepared in English.

3.8国家规定必须具备的其它资格条件。3.8 Other qualifications required by the state.

4、招标文件的获取

4. Acquisition of Bidding Documents

4.1 凡有意参加投标者，请于2020年3月19日至2020年3月25日，每日上午 08 时 00 分至 11 时 30 分，下午 14 时 30 分至 16 时 00 分（北京时间，下同），以电汇方式购买招标文件并将指定接收招标文件邮箱邮件发送至zhaobiaochu@cnpc.com.cn。中油管道物资装备有限公司将向潜在投标人指定邮箱发出电子版招标文件。招标文件以正式发出电子版为准，招标人不提供纸质版招标文件。

4.1 For those who wish to submit a bid, please purchase the bidding documents from 08:00 to 11:30 and from 14:30 to 16:00 (Beijing time, the same below) available every day from March 19, 2020 to March 25, 2020 by wire transfer and send the mailbox for receiving the bidding document to zhaobiaochu@cnpc.com.cn. China Petroleum Pipeline Material and Equipment Co., Ltd will send the electronic version of bidding documents to the designated mailbox of potential bidders. The electronic version of bidding documents officially sent will be sufficient and the tenderer will not provide a paper version of bidding documents.

4.2 招标文件每套售价：人民币2000元整或290美元，售后不退。4.2 Price of bidding documents per set: RMB2,000 yuan or USD290.00, no refund after sale.

5、投标文件的递交

5. Submission of Bid Documents

投标文件分为技术投标文件和商务投标文件两部分。The bid documents shall be composed of two parts: Technical Bid Documents and Commercial Bid Documents.

最终版的技术投标文件和商务投标文件应于2020年4月10日9时00分（北京时间）前发送至sunnypettus@163.com，投标文件格式为PDF扫描版（投标文件按招标文件要求完成相关签字及盖章）及可编辑word版（2003）。

The final Technical Bid Documents and Commercial Bid Documents shall, before 9:00 a.m. (Beijing Time) April 10, 2020, be submitted to sunnypettus@163.com in scanned PDF version (the bid documents shall be signed and affixed with official seal according to requirements of bidding documents) and in Editable Word (2003)Version. 

逾期送达的投标文件将被拒绝，送达时间以邮箱系统时间为准。

The bid documents received beyond the deadline for submission of bid will be rejected by the tenderer and the time presented in the e-mail shall be considered as the submission time.

注:：招标人在投标文件递交截止时间前30分钟，会同监督人员、投标人共同将检查邮箱投标文件接收情况。在投标文件递交截止时间前，对未成功通过电子邮件***

Note: The tenderer will check the aforesaid email boxes together with supervising officer and bidders 30 minutes before the deadline to see whether the bid documents have been received successfully or not. For those whose bids fail to be received by the designated email boxes but they are present at the bid opening site, the tenderer will receive their electronic version of bid documents on the spot.

投标人自行决定是否派代表出席开标会，招标人不作强制要求。

The bidder is entitled to, at its sole discretion; decide whether or not to dispatch a representative to attend the bid opening meeting and the tenderer do not make a mandatory requirement on it.
