试飞员资质复训

中化商务有限公司受中国商用飞机有限责任公司民用飞机试飞中心(买方)委托对下列服务进行国际公开竞争性招标。现邀请合格投标人参加投标。

1.     招标服务的名称、投标人的主要资格和业绩条件:

试飞员资质复训

1.2  主要资格和业绩条件

一、联合体投标:本次招标不接受联合体投标。

二、投标人必须是直接提供本项目服务的供应商,否则投标将被否决。

三、关境内投标人须提供以下资质证书的复印件:

(1)    有效的加载统一社会信用代码的营业执照或事业单位法人证书;

(2)    投标人需提交针对本项目的项目人员配备情况表与项目人员简历表;

(3)    投标人应提供需提供当地适航当局提供的教育培训资质认证证书。

(4)    中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业基本存款账户编号的说明文件原件或复印件。

关境外投标人须提供以下资质证书的复印件:

(1)    有效的商业登记/商业证明;

(2)    投标人需提交针对本项目的项目人员配备情况表与项目人员简历表;

(3)    投标人应提供需提供当地适航当局提供的教育培训资质认证证书。

三、业绩要求:

投标人须提供近十年内(2010年至今)签订的至少1份与本次招标项目同类的培训案例,需提供业绩清单(清单中应列出服务时间、服务内容及最终用户等),同时提供对应的销售合同复印件或销售订单复印件作为证明材料。销售合同复印件或订单的复印件须能体现签订时间,服务内容,签订双方等关键信息,否则将被作为无效证明材料。

四、银行资信证明:

1)境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的有效的银行资信证明;

2)境外投标人应当提供在开标日前3个月内由其开户银行开具的有效的银行资信证明。

Test Pilot Refreshment Training

SINOCHEM COMMERCE Co., Ltd., entrusted by the Buyer Civil Aircraft Flight Test Center of COMAC, hereby carries out International Competitive Bidding for the supply of the following services, and now invites eligible bidders to attend the bidding.

1.       Name of the bidding Service, Requirements of qualification and sales achievements by the tender:

 Others technical parameters and requirements could refer to the bidding documents.

 

1.2  Requirements of qualification and sales achievements:

A、Joint bidding is not accepted in the tendering.

 

B、The bidder shall be the Service Provider , otherwise, its bid will be rejected.

 

C、The bidder inside customs boundary of the People's Republic of China should provide copied documents as follows:

(1) valid photocopy of business license attached with unified social credit code or Legal Person Certificate of Public Institutions;

(2) The Bidder shall submit the personnel allocation list for the project (refer to Annex 3 in this chapter for detailed formats and related requirements) and resumes of the project personnel (refer to Annex 4 in this chapter for detailed formats and related requirements);

(3) The bidder shall provide the certificates of educational and training qualification provided by the local airworthiness authorities.

(4) Copy of the bank account document issued by the People's Bank of China or original or copy of the bank account document with the basic deposit account number issued by the bank for the enterprise.

The bidder outside customs boundary of the People's Republic of China should provide copied documents as follows:

(1) Its valid business registration/business certificate;

(2) The Bidder shall submit the personnel allocation list for the project (refer to Annex 3 in this chapter for detailed formats and related requirements) and resumes of the project personnel (refer to Annex 4 in this chapter for detailed formats and related requirements);

(3) The bidder shall provide the certificates of educational and training qualification provided by the local airworthiness authoritie.

 

D、Performance requirements:

The bidder shall provide at least one training case of the last ten years (2010 to now) similar to this bidding project, and shall provide the performance list (including the service time, service content and end users, etc.) of the case, as well as the copy of the corresponding sales contract or the copy of the sales order as proof. The copy of the sales contract or the copy of the order shall be able to reflect the key information, such as signing time, service content and both parties of the signing, etc., otherwise it will be regarded as invalid proof.

 

E、Bank reference letter:

1) Domestic bidder shall provide the valid bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening.

2) Foreign bidder shall provide the valid bank reference letter issued within three months prior to the time of bid opening.

 

Others qualification requirements could refer to the bidding documents.
