1.       中化商务有限公司（招标代理机构）受中化泉州石化有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

环氧丙烷苯乙烯单体（20/45万吨）/年装置气动开关蝶阀 39台

2.       有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

3.       对投标人的资质要求：

1） 对中国关境内投标人须提供有效的营业执照副本复印件，中国关境外投标人须提供企业经营许可证明文件复印件。

2） 投标人应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；

3） 本项目接受制造商或制造商所在集团的销售子公司直接投标，也接受代理商投标，如为代理商投标，须提供制造商或制造商所在集团的销售子公司或制造商中国办事处针对本项目的唯一授权函，唯一授权函复印件加盖投标人公章并装订在投标文件中，原件投标人自带以备核查；

4） 投标方必须提供产品制造商的GB/T 19001/ISO-9001认证证书、NEPSI或CQST(及认证机构)颁发的防爆证书、API 607/API 6FA/ISO 10497防火认证证书、ISO15848或TA-luft泄漏测试证书。

5） 业绩要求：投标产品在中国境内应至少有2个新建20万吨/年及以上PO或PO联合装置， 2年以上良好运行的三偏芯开关蝶阀或三偏芯调节蝶阀应用业绩，且每项业绩中的三偏芯开关蝶阀或三偏芯调节蝶阀的数量不少于30台。

投标人须提供业绩清单（标明装置名称及规模、工程项目名称、产品型号及投用时间），并出具相应合同的复印件或加盖用户公章/合同章的用户证明（应包括合同签订日期、供货范围、装置类型及规模、产品型号等）；投标产品的型号与产地须与业绩中产品型号与产地一致。不接受手阀业绩。

6） 投标人应具有良好的财务状况，2015-2017年资产负债率不高于70%，须提供2015年至2017年经会计师事务所（第三方）审计的财务会计报表及审计报告（包含资产负债表、现金流量表、利润表和财务情况说明书）复印件加盖投标人公章装订在投标文件中；

7） 投标人近5年内在石油化工行业提供的产品不应出现过重大质量问题。

8） 本项目不接受联合体投标。

9） 投标人需提供签字盖章版《POSM工艺包合同保密协议》；投标人应当提供在开标日前3个月内由银行出具的资信证明的原件或复印件。

10）      投标人在投标截止时间前需在中国国际招标网上完成注册。

4.       有兴趣的潜在投标人可于2019年8月28日至2019年9月4日每天（节假日除外）9:00至18:00时（北京时间）在下列地点购买招标文件，本招标文件售价为3000元人民币或500美元，售后不退。任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。

1.     Entrusted by SINOCHEM Quanzhou Petrochemical Co., Ltd. (Tenderee), SINOCHEM Commerce Co., Ltd. (Tendering Agent) invites sealed bids by international (competitive or invitation) from eligible bidders for the supply of the following goods and related services:

200/450 KMTA POSM PLANT Pneumatic switch butterfly valve 39 sets

2.     Interested or Invited bidders may obtain further information and refer to Bidding Documents from SINOCHEM Commerce Co., Ltd.

3.     Qualification Requirements For Bidder：

1)    A copy of a valid business license must be provided to the bidders in China, and the Chinese bidder must provide a copy of the business license.

2)    The bidder shall meet the following requirements: two or more legal persons whose legal representative is the same individual may not bid at the same time; the parent company and its wholly-owned subsidiaries and/or holding company may not participate in the bidding at the same time.

3)    This project accepts direct bidding from the sales subsidiary of the manufacturer or the manufacturer's group, and also accepts the agent's bid. If bidding for the agent, it must provide the sales subsidiary or manufacturer's China office of the manufacturer or the manufacturer's group. The sole authorization letter of the project, the only copy of the authorization letter is stamped with the official seal of the bidder and bound in the bidding documents. The original bidder brings it for verification.

4)    Manufacturers should have GB/T 19001 or ISO-9001 certification, NEPSI or CQST (and certification body) issued explosion-proof certificate, API 607/API 6FA/ISO 10497 fire certification, ISO15848 or TA-luft leak test certificate (copy Piece stamped with official seal)

5)    Performance requirements: There should be at least 2 new PO or PO joint installations with a capacity of 200,000 tons/year and above in China, and 3 to eccentric switch butterfly valves or triple eccentric adjustment butterfly valves with good performance for more than 2 years, and each item The number of three-off core switch butterfly valves or three-off core adjustment butterfly valves in performance is not less than 30.

The bidder shall provide a list of performance (marking the name and scale of the installation, the name of the project, the model number and the time of application), and issue a copy of the corresponding contract or a user certificate stamped with the official seal/contract of the user (including the date of contract signing, The scope of supply, type and size of the equipment, product model, etc.; the model and origin of the bidding product must be consistent with the product model and origin of the performance. Hand valve performance is not accepted.

6)    Bidders should have a good financial position. The asset-liability ratio for 2015-2017 is not higher than 70%. Financial accounting statements and audit reports (including assets) audited by accounting firms (third parties) from 2015 to 2017 are required. A copy of the balance sheet, cash flow statement, income statement and financial statement) is stamped with the official seal of the bidder and bound in the bidding documents;

7)    The products provided by the bidder in the petrochemical industry in the past 5 years should not have any major quality problems.

8)    Joint venture is not accepted.

9)    Bidders are required to provide a signed and sealed version of the POSM Process Contract Secrecy Agreement (in triplicate)

4.     Interested or Invited bidders may purchase Bidding Documents at the place hereafter from Aug 28, 2019 till Sep 4, 2019 during the period 09:00~18:00 (Beijing time) upon non-refundable payment of RMB 3,000.00 or USD 500.00 for each complete set of bidding documents (for mail order, an additional RMB 100.00 or USD 20.00 for each set is requested). Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
