1.       中化商务有限公司（招标代理机构）受中国石化工程建设有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

260万吨/年连续重整装置催化剂球阀 36个

2.       有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

3.       对投标人的资质要求：

1)    投标人必须是制造商或制造商所在集团所属的销售子公司（制造商所在集团所属的销售子公司需出具说明函说明其和制造商所在集团的关系，并加盖销售子公司的公章），否则其投标将被否决；

2)    投标人应具有营业执照（营业登记）/经营许可证明文件；

3)    制造商应具有在有效期内的ISO9001质量管理体系认证证书、ISO14001环境管理体系认证证书、OHSAS18001职业健康安全管理体系认证证书；

4) 制造商应具有在有效期内的特种设备制造许可证（A1级），并提供型式试验证书，提供的型式试验证书在类别、压力等级、温度范围、口径能够覆盖招标物资。

5)    投标人应同时满足以下两项业绩要求：

投标人在中国境内应至少有1套使用SEI工艺包在连续重整装置中的催化剂球阀应用业绩，且单套业绩中催化剂球阀数量不少于40台。提供业绩清单（标明型号、用户名称、用户所在地、投用时间、装置规模等），出具销售合同关键页或最终验收证明复印件（装置名称、产品型号、签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。

投标人在中国境内应至少有1套使用IPF 或UOP工艺包在连续重整装置中的催化剂球阀应用业绩，且单套业绩中催化剂球阀数量不少于15台。提供业绩清单（标明型号、用户名称、用户所在地、投用时间、装置规模等），出具销售合同关键页或最终验收证明复印件（装置名称、产品型号、签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。

6) 投标人应当提供在开标日前3个月内由银行出具的银行资信证明的原件或复印件。

7)    本项目不接受联合体投标。

8)    投标人在投标前需在中国国际招标网或必联网上完成注册。评标结果将在必联网公示。

4.       有兴趣的潜在投标人可于2019年8月21日至2019年8月28日每天（节假日除外）9:00至18:00时（北京时间）在下列地点购买招标文件，本招标文件售价为3000元人民币或480美元，售后不退。任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。

1.     Entrusted by SINOPEC Engineering Incorporation (Tenderee), SINOCHEM Commerce Co., Ltd. (Tendering Agent) invites sealed bids by international (competitive or invitation) from eligible bidders for the supply of the following goods and related services:

2.     Interested or Invited bidders may obtain further information and refer to Bidding Documents from SINOCHEM Commerce Co., Ltd.

3.     Qualification Requirements For Bidder：

1)     The bidder must be the Goods’ manufacturer or the selling company under the same name of the manufacture (the selling company shall provide statement indicating its relationship with the manufacture). Otherwise, the bid will be rejected.

2)    The bidder shall have a business license (business registration) / business license certification;

3)    The manufacturer shall have valid ISO9001、ISO14001 and OHSAS 18001;

4)   The manufacturer shall have valid Special equipment manufacturing license (A1 level), and provide type test certificate that cover bidding products’ type, pressure level, temperature range, and size.

5)    The bidder shall meet both requirements listed below:

Bidding products within PRC territory shall have at least 1 successful running performance of catalyst valve in continuous reforming unit using process package of SEI, and every performance shall have not less than 40 catalyst valves. The bidder shall provide performance list (indicating products model, user name, user location, put-in-use time, unit scale, etc.). The photocopy of contract key pages or final acceptance letter shall be provided (indicating name of plant, model type, signing&stamping page, etc.). If the photocopy of key contract pages is not provided or unclear, the performance will not be recognized.

Bidding products within PRC territory shall have at least 1 successful running performance of catalyst valve in continuous reforming unit using process package of IPF or UOP, and every performance shall have at least 15 catalyst valves. The bidder shall provide performance list (indicating products model, user name, user location, put-in-use time, unit scale, etc.). The photocopy of contract key pages or final acceptance letter shall be provided (indicating name of plant, model type, signing&stamping page, etc.). If the photocopy of key contract pages is not provided or unclear, the performance will not be recognized.

6)    The bidders should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening.

7)    Joint venture is not accepted.

8)    The bidder needs to register before the tender on . And the evaluation results will be released on .

4.     Interested or Invited bidders may purchase Bidding Documents at the place hereafter from August 21, 2019 till August 28, 2019 during the period 09:00~18:00 (Beijing time) upon non-refundable payment of RMB 3,000.00 or USD 480.00 for each complete set of bidding documents (for mail order, an additional RMB 100.00 or USD 20.00 for each set is requested). Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
