1.       中化商务有限公司（招标代理机构）受中化泉州石化有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

脱砷脱汞吸附剂       1批

（具体要求详见招标文件第八章《货物需求一览表及技术规格》）

2.     有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3.   对投标人的资格要求：

（1）投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明材料复印件；

（2）投标人应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；

（3）本项目只接受制造商或其技术提供方直接投标；

（4）业绩要求：

近15年内（2004年1月1日至今，以合同签订时间为准），投标人在中国国内具有至少1套乙烯蒸汽裂解装置乙炔加氢脱砷保护床的应用业绩，且已稳定运行4年及以上（需提供相应销售业绩合同复印件加盖投标人公章并装订在投标文件中）；

投标人需对其提供文件的真实性承担一切责任，业绩伪造作假的否决其投标，投标保证金不予退还。

（5）投标人在中国境内近三年没有不良业绩记录或严重质量问题，并出具相应情况说明；

（6）投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；

（7）本项目不接受联合体投标。

4.     有兴趣的潜在投标人可于2019年7月26日至2019年8月2日每天（节假日除外）9:00至16:00时（北京时间）在下列地点购买招标文件，本招标文件售价为3000元人民币或450美元，售后不退。任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。

1. Entrusted by SINOCHEM Quanzhou Petrochemical Co., Ltd. (Tenderee), SINOCHEM Commerce Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supply of one batch of Arsenic and Mercury Removal Adsorbent (Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

2. Interested Potential bidders may obtain further information and refer to Bidding Documents from SINOCHEM Commerce Co., Ltd.

*3.Qualification requirements to the bidders:

1) The bidder shall provide a valid business license (domestic bidder)/ certificate of business license of the enterprise (overseas bidder), a copy of relevant supporting documents shall be provided.

2) The bidder must conform to following stipulation: two or more companies legal person with the same legal representatives, shall not bid simultaneously; Parent company and its wholly-owned subsidiaries and/or holding company shall not bid simultaneously.

3) Only bids from manufacturers or their technology providers shall be accepted.

4) Performance requirements:

Nearly 15 years(from January 1st, 2004 to now, the time of signing the contract shall prevail), the bidder shall have at least one set of arsenic-removal protection bed for acetylene hydrogenation applicated in ethylene steam cracking plant in China, and It has been running steadily for more than 4 years(a copy of the sales contract with the bidder's seal shall be provided and bound in the bidding document).

The bidder shall bear all responsibilities for the authenticity of the documents he/she provides. The bid shall be rejected if the performance is falsified and the bid bond shall not be returned.

5) The bidder has no poor performance record or serious quality problems in China for the past three years and shall provide the corresponding situation statement.

6) The bidder should provide original document of bank reference letter or its copy issued by banks within 3 months prior to bid opening date.

7) The Joint Venture shall not be accepted under this bidding project.

4. Interested bidders may purchase Bidding Documents at the place hereafter from July, 26th, 2019 to Augest, 2nd, 2019 during 09:00AM–4:00PM (Beijing time) upon non-refundable payment of RMB 3000 or USD 450 for each complete set of bidding documents. Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
