2.资格标准：

★投标人必须是所投产品DCS或SIS系统的制造商，如投标人不是所投产品DCS或SIS系统的制造商则投标人必须与本次投标产品的制造商签有战略协议（战略协议签订日期不晚于2017年12年30日，协议内容应至少包括：中海油系统内项目投标及集成授权、合作建立研发实验室及系统集成生产基地），或者投标人必须具有与本次投标产品的制造商共同参股成立的合资公司（投标人持有股份不低于合资公司的51%，产品制造商持有股份不低于合资公司的12%），并且投标人具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少1个项目的合同业绩。

★在投标截止日前十年内，投标人本次投标所使用产品DCS及SIS系统必须具有海洋环境下（海上平台/海上桩基式移动生产储油装置或FPSO）至少1个项目的合同业绩。并提供相应的书面材料（书面材料是指：合同及相应调试验收报告或合同及相应使用方出具的有效证明文件）；上述文件中如未包含中控系统所在设施的名称及使用方信息，投标人应提供有效说明文件。

★中控系统需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LIoyd’s, DNV，CCS，BV）对中控系统进行检验并获得检验证书。

★投标人应在投标文件中提供有效的证书（包括系统制造商的质量管理体系证书，安全系统SIL证书及（报告或List清单））。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年7月22日开始至2019年7月29日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年8月13日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层401A室。

5. 开标时间：定于2019年8月13日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4层401A室。

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Overview: The KL3-2 oilfield expansion project will build one new 4-legged simple and unmanned wellhead protection frame KL3-2 WPFB. The platform is equipped with production metering equipment, water injection system, discharge system, etc. No power stations, living buildings and aircraft decks is equipped.

Delivery Schedule:
From within PRC: April 2, 2020 of Construction Site of Tanggu, Tianjin.
From outside PRC: March 15, 2020 of Xingang Seaport, Tianjin.

2. Qualification Requirements:
★The BIDDER must be the manufacturer of DCS or SIS system. Otherwise, the BIDDER must have the strategic protocol (The signing date of the strategic protocol should be no later than 30th December of 2017. The contents of protocol should include the followings at least: project bidding and integration authorization within CNOOC system, the cooperation in establishing R&D laboratories and system integration production bases.) with the manufacturer of the tendered product OR the BIDDER must have a joint venture company with the manufacturer of the tendered product (In the joint venture company, the shares held by the BIDDER shall not be less than 51%, and the shares held by product manufacturers shall not be less than 12%), AND the BIDDER should has at least one projects performance in the marine environment (which means the offshore platform, OR offshore pile-based mobile production and storage device, OR FPSO).
★Since in recent 10 years to the bid deadline, the DCS and SIS systems tendered by the BIDDER must have at least one project performance in the marine environment (which means the offshore platform, OR offshore pile-based mobile production and storage device, OR FPSO). The VENDOR shall provide the corresponding documents (written material refers to: contract and the commissioning acceptance documents or contract and the effective proof certificate issued by the operator). If the above documents do not contain the name of the facility where Central Control System is located and the information of the user, the bidder shall provide a valid document.
★The VENDOR shall conform that CENTROL CONTROL SYSTEM will be designed, manufactured, certified and inspected in accordance with Safety Rules for Offshore Fixed Platforms. The VENDOR shall provide the authorized third party certificate（DNV、BV、ABS、LR or CCS）.
★Vendor shall supply relavant qualified certificate within the validity period(including the system manufacturer’s quality management system certificate, SIL certificate, explosion-proof and ingress protection certificate etc.) in the bidding documents.

3.
