项目概况：曹妃甸6-4油田探明石油地质储量5,552万方，三级石油地质储量7,747万方，其开发方案采取了整体部署、分步实施、依托南堡35-2油田和秦皇岛32-6油田已有设施优先开发1、2井区优质储量的开发策略。开发方案动用石油地质储量3,458.66万方，其中动用探明石油地质储量3,430.56万方，动用控制石油地质储量28.10万方，部署开发井42口（油井30口，注水井12口），2019年10月31日投产，高峰年产油87.86万方，采用2017年评价参数，经济年限至2037年，经济可采储量802.4万方。

2.资格标准：
投标人所提供的海底法兰应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少有2个用于海洋环境（海底）的海洋石油工程项目的应用经验,成功运行两年以上无事故的业绩（法兰规格应包括219.1mm×14.3mm，磅级为1500#），上述业绩需提供相应的书面材料（合同及到货验收报告或合同及使用方出具的有效证明文件）。


3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2019年7月17日开始至2019年7月24日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview:CFD6-4 oilfield has proved 55.52 million cubic meters of petroleum geological reserves and 74.47 million cubic meters of tertiary petroleum geological reserves. Its development plan adopts the development strategy of overall deployment, step-by-step implementation, relying on existing facilities in NB35-2 oilfield and QHD32-6 oilfield to give priority to the development of high-quality reserves in well 1 and 2. The development plan uses petroleum geological reserves of 34.586 million square meters, of which 34.305 million square meters are proved petroleum geological reserves, 281 million square meters are controlled petroleum geological reserves, 42 development wells (30 oil wells, 12 water injection wells) are deployed and put into operation on October 31, 2019. The peak annual oil production is 878.6 million square meters. The evaluation parameters of 2017 are adopted and the economic year is economic year. By 2037, the economic recoverable reserves were 8.24 million square meters.

2.Qualification Requirements
The subsea flanges provided by the bidder shall be the mature product of the manufacturer and the buyer shall not accept the new trial production. The bidder’s products should have application experience at lease TWO offshore oil engineering projects and applied to marine environment (seabed)， Should have run successfully for more than TWO years without any accident in offshore oil engineering projects（Subsea flange specifications should include 219.1mm×14.3mm, class of 1500#）.The results should provide relevant written materials(either contract documents and acceptance report of materials or contract documents and effective certification documents issued by user).
