一、招标条件

    本中化泉州100万吨/年乙烯及炼油改扩建项目PP装置H2、乙烯等介质特殊阀门采购国际招标(招标项目编号:0747-1940SCCZX257),已由项目审批/核准/备案机关批准,项目资金来源为企业自筹,招标人为中化泉州石化有限公司。本项目已具备招标条件,现进行公开招标 。

二、项目概况和招标范围

项目规模:--

招标内容与范围:本招标项目划分为1个标段,本次招标为其中的:

中化泉州100万吨/年乙烯及炼油改扩建项目PP装置H2、乙烯等介质特殊阀门采购国际招标:

PP装置H2、乙烯等介质特殊阀门 1批          

三、投标人资格要求

(1)投标人具有有效的营业执照(境内投标人)/企业经营许可证明文件(境外投标人),需提供相应证明复印件;

(2)投标人应当符合如下规定:法定代表人为同一个人的两个或两个以上法人不得同时投标;母公司与其全资子公司和/或控股公司不得同时参加投标; 

(3)本项目接受制造商或制造商直接授权的代理商投标,如为代理商投标,须提供制造商针对本项目的唯一授权函,唯一授权函复印件加盖投标人公章并装订在投标文件中,原件投标人自带以备核查; (4)投标人财务状况优良,近三年资产负债率均不得高于70%。投标人需提供经第三方审计的财务审计报告(2016年-2018年,如没有2018年可以提供2015年至2017年),财务审计报告复印件加盖投标人公章并装订在投标文件中。 

(5)业绩要求: 近十年(2008年1月1日至今,以合同签订时间为准),投标人在中国境内的(UNIPOL)工艺专利的30万吨/年及以上的新建聚丙烯装置上,具有至少2个项目的批量供货业绩,且连续运行时间1年以上,批量供货是指供货的H2、乙烯等介质特殊阀门总台数不低于50台。并提供能证明业绩的合同复印件,其内容至少应包括项目名称、设备名称、设备规格、装置名称规模及工艺、合同签署日期和签章页等(若合同复印件无足够信息,可补充提供技术协议或其他证明资料),合同复印件不清晰或不提供合同复印件均视为无效业绩; 

(6)投标人在中国境内近三年没有不良业绩记录或严重质量问题,并出具相应情况说明; 

(7)投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件; 

(8)本项目不接受联合体投标。

International Competitive Bidding Procurement of PP device H2, ethylene and other media special valves of Sinochem Quanzhou 1000KMTA Ethylene and Refinery Revamping Project Invitation for Bids

1. Entrusted by SINOCHEM Quanzhou Petrochemical Co., Ltd. (Tenderee), SINOCHEM Commerce Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supply of one batch of PP device H2, ethylene and other media special valves. (Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

2. Interested Potential bidders may obtain further information and refer to Bidding Documents from SINOCHEM Commerce Co., Ltd.

*3.Qualification requirements to the bidders:

1) The bidder shall provide a valid business license (domestic bidder)/ certificate of business license of the enterprise (overseas bidder), a copy of relevant supporting documents shall be provided.

2) The bidder must conform to following stipulation: two or more companies legal person with the same legal representatives, shall not bid simultaneously; Parent company and its wholly-owned subsidiaries and/or holding company shall not bid simultaneously.

3) The project accepts bids from manufacturers or agents;In case of bidding for the agent, the original or copy of the sole authorization letter of the product must be provided with the official seal and bound in tender documents; otherwise, original bidder's own copy for verification.

4) The bidder is in good financial condition, and the asset-liability ratio shall not be higher than 70% in the last three years.The bidder shall provide the financial audit report audited by the third party (2016-2018, 2015 to 2017 if there is no 2018). The copy of the financial audit report shall be affixed with the official seal of the bidder and bound in the bidding document.

5) Performance requirements:

Nearly 10 years(from January 1st, 2008 to now, the time of signing the contract shall prevail), The bidder has the performance of batch supply of at least 2 projects on the newly built polypropylene device with the UNIPOL process patent of 300 KMTA and above in China, and the continuous operation time is more than 1 year. Batch supply refers to the total number of special valves of H2, ethylene and other media supplied not less than 50. and can prove that the performance of the copy, its contents should include at least the project name, name of equipment, equipment specifications, name of device size and process, contract signing date and the signature page, etc. (if the copy without enough information, can be added to provide technical agreement or other supporting information), the copy is not clear or does not provide copy of the contract is deemed invalid results.

6) The bidder has no poor performance record or serious quality problems in China for the past three years and shall provide the corresponding situation statement.

7) The bidder should provide original document of bank reference letter or its copy issued by banks within 3 months prior to bid opening date.

8) The Joint Venture shall not be accepted under this bidding project.

4. Interested bidders may purchase Bidding Documents at the place hereafter from Jun., 19th, 2019 to Jun., 26th, 2019 during 09:00AM–4:00PM (Beijing time) upon non-refundable payment of RMB 2000 or USD 300 for each complete set of bidding documents.
