一、招标条件Conditions for solicitation

根据《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》，本招标项目宁波诺丁汉大学组织德国进修项目，招标人为宁波诺丁汉大学。项目已具备公开招标条件，现对该项目的服务进行公开招标。

According to the "People's Republic of China Bidding and Bidding Law" and the "Implementation Regulations of the People's Republic of China Bidding and Bidding Law," this tender project is German training projects organized by the University of Nottingham Ningbo China. The tenderer is University of Nottingham Ningbo China. The project has been qualified for public bidding, and the services of the project are now subject to public bidding.

3.1、符合《中华人民共和国招标投标法》第二十六条规定的供应商资格条件；

Meet the qualifications of suppliers as stipulated in Article 26 of the Law of the People's Republic of China on Tender and Tender;

3.2、本项目特定条件：

Specific conditions of the project:

（1）具有独立法人资格且营业执照经营范围具有经营出境旅游业务的；

（1）Having the status of an independent legal person and having the business scope of business license to conduct outbound tourism business;

（2）依据最高人民法院等九部门《关于在招标投标活动中对失信被执行人实施联合惩戒的通知》，投标人（联合体投标的，指联合体各方）不得为失信被执行人。招标人（招标代理机构）将对投标人失信信息进行查询（具体以开标当天“信用中国”网站www.creditchina.gov.cn查询为准），若为失信被执行人，评标委员会将否决其投标。若在开标当天因不可抗力事件导致无法查询且一时无法恢复查询的，可在中标公示期间对中标候选人进行事后查询，若中标候选人为失信被执行人的，招标人将依法取消其中标资格。

（2）According to the "Notice on the Joint Punishment of the Untrusted Perpetrators in the Bidding and Bidding Activities" of the Supreme People's Court and other nine departments, bidders(if they bid in a consortium, they refer to all parties in the consortium) may not be the executed persons. The tenderer(bid invitation agency) will conduct inquiries into the bidder's untrustworthiness information(specifically based on the "Credit China" website www.cretchina.gov.cn inquiries on the day of bid opening). If the untrustworthiness is executed, the bid evaluation committee will reject its bid. If it is impossible to inquire on the day of the bid opening due to force majeure and cannot be resumed for a while, the successful candidate may be investigated afterwards during the period of the winning bid announcement. If the winning candidate is the person who has lost his trust, the tenderer will cancel his qualification for winning the bid according to law.

（3）本项目不接受联合体投标。

四、招标文件获取方式Method of obtaining tender documents

4.1、标书售价为每子包200元人民币，招标文件售后不退。

温馨提示：供应商如未按以上步骤要求操作，将有可能不能及时收到可下载标书的验证码，请给予配合。为了保护投标人信息，防止串通投标，规定同一支付人对同一个子包只能扫码支付一次，如多次支付，经查实只认定第一次支付有效，其后的支付购买一律无效，由此产生的后果由支付人自己承担。

五、投标截止时间和开标时间：2019年5月20日09：30（北京时间），逾期送达或送达的投标文件不符合本招标文件规定的恕不接受。届时请参加投标的单位派代表出席开标仪式。
